Job description

IEM is looking for a Full Time- Construction Oversight Manager to join our Disaster Recovery team.
Primary Location:
  • Live within a commutable distance to Guaynabo, Puerto Rico.
  • Work in an Office Environment with a team.

Travel Requirements:
  • This position may require travel to complete work assignments or attend meetings.

Essential Functions:
  • Manage a team of construction oversight staff to perform periodic visits to monitor construction progress, consistency with the Subrecipient / Grant Agreement and environmental clearance document, and health and safety plan implementation during the subrecipient's construction projects under PRDOH's CDBG-DR and CDBG-MIT programs.
  • Lead the development of construction oversight plans and oversee the preparation and submission of required reports to PRDOH.
  • Manage the team participating in the project's Substantial Completion/Punch List Inspection, providing feedback to beneficiaries and subrecipients regarding the project's completion and minor deficiencies that need correction.
  • Responsible for reviewing and recommending certifications for payment and construction change orders.
  • Prepare project site visit reports based on monitoring visits to beneficiaries and subrecipients' construction projects under PRDOH's CDBG-DR ER2 program.
  • Provide feedback to the Project Entities' health and safety officer or representative based on the observations obtained after conducting monitoring visits.
  • Validate that the Project Entities include provisions in the construction contract documents that stipulate the contractor must develop and implement a health and safety plan in compliance with the Puerto Rico OSHA-approved State Plan and the policies of the Puerto Rico Occupational Safety and Health Administration.
  • Ensure that electrical facilities and equipment are procured, built, installed and tested in accordance with approved design and specifications.
  • Verify that field changes are properly documented, up to date and completed in accordance with applicable design authorities.
  • Record and report on the installation of electrical and support equipment, ensuring that all equipment complies with procurement and design requirements.
  • Update project implementation plans, including schedules and budget based upon field installation completion assessment.

Current Knowledge, Skills, & Abilities:
  • Know how to generate and update project plans (GANTT charts)
  • Know how to evaluate Certifications for Payment.

Minimum Qualifications:
  • Experience: Five (5) years of experience in construction management or inspections.
  • Degree: Bachelor's degree or higher education.
  • Bilingual: English and Spanish (oral and written).
  • OSHA 30-hour training certification in the construction industry.
  • Knowledge of generating and updating project plans (Gantt charts)
  • Knowledge of how to evaluate certifications for payment
  • Be working locally from Puerto Rico

Preferred Qualifications:
  • Experience in federally funded projects.
