Job description

POSITION SUMMARY

The Federal Technical Capabilities Program (FTCP) Support Specialist shall act as a liaison between the Contractor, the FTCP Program Manager, and the NTC Federal Staff in support of the FTCP and the Technical Qualification Program (TQP).

The specialist will support development of functional area qualification standards (FAQS). For continuing training, the specialist will support development of continuing training evaluation packages, including any JPEs for performance activities.

Compensation: $62,000 - $72,000 annual salary + full benefits

Requirements

ESSENTIAL JOB FUNCTIONS & DUTIES

  • Support FTCP chair in accomplishing and delivering annual FTCP strategic plan
  • Manage Technical Qualification Program (TQP) records in electronic database program of record for Department of Energy Federal employees.
  • Support/facilitate TQP records in electronic database program of record, as requested by the DOE Enterprise.
  • Coordinate the development of qualification standard evaluation guides.
  • Help to develop and maintain qualification standards-to-training course crosswalks for current FAQS and identify any gaps in needed training.ย 
  • Coordinate with training departments to prioritize and initiate training development/revision activities, as needed
  • Coordinate with National Training Center (NTC) training departments to develop continuing training materials for new and revised DOE Orders, Federal Regulations and industry standards, as well as lessons learned, reports, etc.
  • Enter qualification cards for new and revised Functional Area Qualification Standards (FAQS), Job-Specific Qualification Standards (JSQS), and where applicable, Program-Specific Qualification Standards and Office-Specific Qualification Standards (OSQS) into the electronic database.
  • Issue qualification packages, qualification certificates, and continuing training certificates for DOE federal employees.
  • Process TQP participant documentation.
  • Process qualifying official's documentation.
  • Support and help facilitate Job Task Analysis rapid development team meetings.
  • Support development of final qualification exams for federal employees and maintaining DOE-wide qualification exam bank.
  • Assist and train staff members in developing, analyzing, evaluating, and advise on methods and techniques to improve organization work processes, procedures, information systems, documentation, and similar functions.
  • Research and develop policies and procedures. Interface with customers for coordination of training requirements and/or analyses and implementing solutions.ย 
  • Conduct self-assessments and supporting TQP-related assessment activities.
  • Assist with reports on status of all projects.
  • Document findings and preparing recommendations.
  • Perform other duties as assigned within the scope of the contract.

MINIMUM QUALIFICATIONS

  • Five (5) years of specialized experience which is comparable and relevant to the tasks and activities described in this job description to include a minimum of two years of experience as a facilitator/trainer.
  • At least three years of Level I/II Instructional Systems Design experience.
  • Working level knowledge of the systematic approach to training and/or ADDIE approach.
  • Proficient at conducting a job task analysis to support the development of FAQS, JSQS, PSQS and OSQS.
  • Proficiency with Microsoft Office.
  • Ability to manage time and work independently.
  • Excellent written, oral and interpersonal communication skills; demonstrated ability to interact at all levels of an organization.
  • Attention to detail.
  • Ability to accept and provide constructive feedback in a professional manner. Ability to work well with others.
  • Professional appearance and demeanor.
  • Ability to obtain and maintain Department of Defense/War (DOD/W) installation access which will involve obtaining a DBIDS card
  • Participation in IB3's Workplace Substance Abuse Program (WSAP) which includes random drug testing
  • U.S. Citizenship is required for this position due to federal government contract requirements.

EDUCATION AND CERTIFICATION(S) REQUIRED

  • A Bachelor's degree from an accredited institution (which could be from a variety of fields such as management, leadership, business, engineering, science, information technology, training, education, or workforce development).

PREFERRED QUALIFICATIONS

  • Familiarity with the Technical Qualification Program is preferred.
  • Experience supporting government (ideally DOE) agencies and programs, preferred

WORKING CONDITIONS

  • Position is 100% on-site at the NTC Facility at Kirtland, AFB, Albuquerque, NM. Remote work is not permitted.
  • Minimal travel within the U.S.A. may be required (~ 1-2/year)
  • This is a salaried, exempt position.
  • Some positions follow an "AWS" schedule where some weeks will be four 10-hour days with Friday off.
  • Ability to sit for long periods, regularly talk and converse with co-workers
  • Candidate may be required to walk; use hands to finger, handle, or feel and reach with hands and arms.
  • Candidate may occasionally be required to stand; climb or balance and stoop, kneel, or crouch.
