Job description

SCOPE OF POSITION:

The Training and Development Manager is responsible for leading the training and development
function by developing training strategies and implementing programs that support Team
Member development and organizational objectives. This position collaborates with leadership
to identify organizational training needs and is responsible for designing, developing,
implementing, administering, and evaluating enterprise-wide learning programs that enhance
Team Member knowledge, skills, performance, and professional growth while fostering a culture
of continuous learning and service excellence. This position oversees the development of
customer services, leadership development, table games, professional communication, cash
handling, and other operational learning programs and initiatives that meet the development
needs of Comanche Nation Entertainment (CNE).

DUTIES AND RESPONSIBILITIES:
The following are significant duties and are not intended to be all-inclusive or restrictive.


Collaborate with Executive Leadership, Human Resources, and operational leaders to
identify organizational, departmental, and individual training and development needs.
Provide guidance and assistance to departmental trainers and designated training
representatives in the development and delivery of departmental training to ensure
adherence to CNE training standards, policies, and learning objectives.
Continuously improve the organization's learning and development strategy by
designing, implementing, administering, and evaluating enterprise-wide learning and
development programs that support Team Member development, operational
excellence, and organizational objectives.
Develop or source training curricula, instructional materials, facilitator guides, participant
materials, job aids, and other learning resources.
Coordinate and facilitate classroom, virtual, online, and hands-on learning opportunities
for Team Members and leadership.
Research, evaluate, and recommend learning technologies and third-party training
providers to enhance learning delivery and support organizational training initiatives.
Partner with department leaders and subject matter experts to ensure training content
remains current and aligned with operational, organizational, and regulatory
requirements.
Evaluate training effectiveness through assessments, participant feedback, operational
metrics, and other measurable outcomes, and implement continuous improvements to
learning programs.
Maintain training records, certifications, documentation, schedules, and reports to
ensure compliance and support organizational decision-making.
Develop and administer the department budget, including forecasting training needs and
ensuring the cost-effective use of departmental resources.
Promote a culture of continuous learning, professional development, accountability, and
exceptional guest service throughout the organization.
Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES:

Responsible for the direct supervision of the Training and Development department.

REQUIRED EDUCATION, EXPERIENCE, AND COMPETENCIES:

Bachelor's Degree in Education, Business Administration, Organizational Development,
Human Resources, or a related field.
Four (4) years of progressively responsible professional experience in education,
workforce development, employee training, learning and development, instructional
design, organizational development, corporate training, or a related field.
Two (2) years of supervisory, leadership, or program coordination experience.
Experience developing, coordinating, or delivering instructor-led, virtual, or hands-on
training or educational programs.
Experience creating or adapting lesson plans, curricula, presentations, instructional
materials, or other learning resources.
Experience using Microsoft Office Suite, including Word, Excel, PowerPoint, and
Outlook.
Must possess and maintain a valid driver's license and be insurable under the
Comanche Nation Entertainment insurance carrier.
Must obtain and maintain all licenses, certifications, and permits required by CNE,
including a Comanche Nation Gaming Commission (CNGC) Gaming License, as a
condition of continued employment.

PREFERRED EDUCATION, EXPERIENCE, AND COMPETENCIES:

Master's degree in Human Resources, Organizational Development, Education,
Business Administration, or a related field.
Experience with Learning Management Systems (LMS), e-learning platforms, and
instructional design software.
Professional certification such as SHRM-CP, SHRM-SCP, PHR, SPHR, CPTD (Certified
Professional in Talent Development), ATD Master Trainer, or similar professional
credential.
Experience in the gaming, hospitality, resort, or Tribal enterprise industry.
Experience managing departmental budgets and training vendors.
PHYSICAL/ENVIRONMENTAL DEMANDS AND WORK ENVIRONMENT:


The Training and Development Manager performs work primarily from the Corporate Office,
where the majority of training activities are conducted, and regularly travels to Comanche Nation
Entertainment properties as needed to support training initiatives, provide guidance and
assistance to departmental trainers and designated training representatives, facilitate learning
opportunities, and collaborate with leadership. The position communicates and exchanges
information with coworkers and operates a computer and other office equipment. Work is
performed in office, classroom, casino, hospitality, and operational environments where noise
levels vary from quiet to loud depending on the time of day, specific location, and business
activity. The Training and Development Manager must be able and willing to work evenings,
weekends, holidays, and at some locations in a smoke-filled environment. The workplaces are
under constant surveillance both inside and outside the facilities.
The Training and Development Manager may be exposed to the risks associated with
attempting to resolve issues involving guests and Team Members.
