Job description

Duties Description Assist in the performance of a wide variety of activities associated with contractual, administrative, and fiscal management services. The duties might include serving as an agency liaison person; providing technical assistance; negotiating, developing, preparing, implementing, processing, and tracking contracts; auditing and processing contract claims and vouchers; reviewing and approving contract payments and assuring that they are in accordance with contract terms; providing technical assistance; evaluating Requests for Proposals (RFPs), Invitation for Bids (IFBs), or Sole/Single Source Procurements; and supervision of staff.
Contract Management Specialist 1 / Trainee 1-2 for the Office of the State Comptroller, Bureau of Contracts, will perform a wide range of contract audit activities, including reviewing procurements and other related financial documents, recommending contract transactions for approval or non-approval, provide guidance, technical assistance and training to agency staff and assist with the development of audit guidelines and standards for contract transaction reviews.

For appointment to the Contract Management Specialist Trainee 1, you must have:
โ€ข Four years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
For appointment to the Contract Management Specialist Trainee 2, you must have:
โ€ข Five years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
For appointment to the Contract Management Specialist 1 (SG-18), you must have:
โ€ข Six years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Education Substitution:
โ€ข An associates degree may substitute for two years of experience listed above
โ€ข A bachelor's degree may substitute for four years of experience listed above
โ€ข A master's degree may substitute for five years of experience listed above
โ€ข A doctorate degree may substitute for six years of experience listed above
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law.
For 70.1, 52.6 or 70.4 transfer to a Contract Management Specialist 1 (SG-18), you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above, SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.
55b/55c Program appointment:

Traineeship salary information:
The position may be filled at the Contract Management Specialist Trainee 1 equated to SG-14 ($53,764), Contract Management Specialist Trainee 2 equated to SG-16 ($59,994), or full performance Contract Management Specialist 1 SG-18 ($66,951) based on the candidate's education, experience, and previous state service. Salary is nonnegotiable.
Candidates hired at the trainee level will be advanced to the full performance Contract Management Specialist 1 SG-18 following successful completion of the traineeship.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
