The Worldwide Aviation Support Services (WASS) program, an AAR business, headquartered in Rockledge, FL, provides global, world-class expeditionary and conventional aviation solutions to the US Department of State Air Wing.

Role Description

Serve as the primary trade compliance resource for the classification, review, and disposition of import and export transactions. Ensure compliance with U.S. and foreign trade regulations through the classification of products, review of shipment requests, determination of licensing requirements, and support of logistics, brokerage, and freight forwarding activities.

Key R esponsibility:
  • Review and disposition import and export transactions submitted by logistics personnel, determine licensing requirements and regulatory authorizations, and provide shipment release determinations and customs clearance instructions to shipping teams, brokers, and freight forwarders.
  • Oversight of Customs Brokers and regulatory requirements for company transactions.
  • Determine appropriate ITAR, EAR, HTS, Schedule B, and ECCN classifications for products, parts, components, technical data, and software.
  • Review export documentation for accuracy and regulatory compliance prior to shipment.
  • Support the submission, maintenance, and administration of export and import licenses, permits, certifications, and technology release determinations.
  • Provides guidance and regulatory interpretations to program leadership and operations.
  • Establishes operational processes for assuring trade compliance through gate reviews for technical data, foreign travel, foreign visits and export and import shipments.
  • Research, interpret, and provide guidance regarding complex International Traffic in Arms Regulations, ITAR, the Export Administration Regulations, EAR, Office of Foreign Assets Control, OFAC Regulations, Foreign Trade Regulations, FTR, BATFE, and U.S. Customs and Border Control, CBP Regulations.
  • Support internal compliance reviews and corrective actions to import and export transactions.
  • Provide regular export controls compliance training that assist the different functional areas and in country personnel to increase their level of understanding and awareness on export compliance.
  • Consult with in-house and outside counsel as appropriate.
  • Maintains applicable trade compliance records in accordance with regulatory requirements.
  • Supports investigations and resolution of compliance concerns, questions, or complaints.
  • Analyze and develop innovative solutions independently and in teams as required.
  • Manage the policies and procedures that sustain an effective trade compliance program.
  • Collaborates cross-functionally to accomplish sector and portfolio goals.
  • Work under consultative direction and in teams toward long-range goals and objectives.
  • Exercise independent judgment and self-initiate assignments in line with organizational goals.
  • Maintain the highest standards for quality of own work product.
  • File EEI, ACE as required.
  • Work with forwarders to assist in export customs clearance as needed.
  • Perform Denied Party screenings as necessary.
  • Perform CONUS-OCONUS travel as required.
  • Perform other duties as assigned.
QualificationsBasic Qualifications:
  • Bachelors degree from an accredited college or university in business, engineering, supply chain or related field, with 7 years of Export Licensing or Compliance related experience, or a Masters degree with 5 years of stated experience.
  • Thorough working knowledge of DECCS, SNAP-R, ACE,ITAR-EAR, import-export government regulations.
  • Minimum five years of direct experience in trade compliance in the aero-defense industry e.g., EAR and ITAR, including deemed exports, export jurisdiction and classification of complex products, licenses and other ITAR-EAR export authorizations, technology control plans, ITAR brokering, Congressional Notification, EAR de minimis guidelines, and developing sustainable export compliance programs, as an attorney, trade consultant, in-house professional, and Export Control Reform, ECR.
  • Outstanding and in-depth knowledge of and experience with U.S. export control regulations with the ability to address complex matters with practical advice and solutions.

Ability to attain and maintain a Moderate Risk Public Trust MRPT as required for the position, prior to hire.

Preferred
  • Certified US Export Compliance Officer, CUSECO.
  • Microsoft Office suite.
  • Strong project management and conflict resolution skills.
  • Well-developed written and oral communications skills.
  • Strong planning, organization, analytical, leadership, interpersonal, decision making, oral and written communication skills.
  • Problem solving skills, Develops solutions to a variety of complex problems. May refer to established policies and precedent cases.
