ABOUT THE POSITION
The Town of Truckee is seeking an exceptional leader to serve as our next Fleet, Facilities & Trails Manager. JOB DESCRIPTION
Under general direction, plans, organizes, oversees, coordinates, and manages the staff and operations of the Fleet, Facilities, and Trails Division, including construction, maintenance, and repair work of Town buildings, facilities, landscaped areas, trails, physical assets, and Community Facilities Districts (CFDs) and mechanical repair, preventive maintenance work, and overhaul to heavy and light equipment; manages the effective use of division resources to improve organizational productivity and customer service; provides complex and responsible support to the Public Work Director/Town Engineer in areas of expertise; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Public Works Director/Town Engineer. Exercises direct supervision over supervisory, maintenance, and administrative support staff through subordinate level of supervision.
CLASS CHARACTERISTICS
This is a management classification responsible for managing a division in the Public Works Department. The incumbent is responsible for developing and implementing policies and procedures for assigned division, short- and long-term planning, budget administration and reporting, and coordination of key programs/projects with other Town divisions and departments and external agencies. Positions apply advanced management principles and strategic thinking to decisions that impact the organization as a whole and the public being served. Positions generally serve as advisors and contributors to executive management on policies, procedures, and major Town initiatives.

  • Plans, manages, and oversees the daily functions, operations, and activities of the Public Works Fleet, Facilities, and Trails Division.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for the division; recommends within department policy, appropriate service and staffing levels; recommends and administers policies and procedures.
  • Participates in the development, administration, and oversight of operating and capital improvement program (CIP) budgets for the division and CFDs; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.
  • Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.
  • Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.
  • Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with Town specifications and service quality; reviews and approves invoices and contractor payments.
  • Develops, maintains, and implements comprehensive preventative maintenance program and long-term asset replacement plan for Town fleet, vehicles, equipment, buildings, facilities, landscaped areas, trails, and physical assets.
  • Evaluates vehicles, equipment, Town facilities and assets, and CFDs to determine the extent, cost, and priority of repairs; prepares time, material, and equipment estimates for assigned jobs; researches, negotiates price, and leases and/or purchases tools, equipment, and vehicles; prepares specifications for new or replacement vehicles and equipment; schedules repairs according to established procedures.
  • Oversees and participates in Capital Improvement Planning and design and construction as it relates to the Fleet and Facilities Division including assisting with the selection of consultants, budget preparation, negotiation of and preparation of contracts, project scheduling and priority setting, and the oversight of facility construction.
  • Directs the establishment and maintenance of working and official division files.
  • Serves as a liaison for assigned functions with other Town departments, divisions, and outside agencies.
  • Attends and participates in professional group meetings; monitors legal and regulatory changes and court decisions which may affect assigned public works programs; ensures procedural changes comply with mandated requirements.
  • Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
  • Performs related duties as assigned.

EDUCATION AND EXPERIENCE:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
  • Equivalent to an associate degree from an accredited college with coursework in business or public administration, construction technology, architecture, engineering, or a related field and five (5) years of increasingly responsible experience in vehicle and/or building maintenance, including two (2) years of supervisory responsibility.

LICENSES AND CERTIFICATIONS:
  • Possession of, or ability to obtain, a Class A or B driver's license within six months of hire which shall be maintained throughout employment.
