Position Description
As senior technical leader on a project or specific workflow, the PLCE is expected to review and understand a project's objectives, deliverables, and process flow tasks; lead the client or workflow task technical support, interfacing, and relationship activities; and facilitate and promote project collaboration among all project teams and participants, including both in-sourced and outsourced resources.
Responsibilities:
  • Reviews the project charter and assists in the development of the project plan, including identifying objectives and technical deliverables; developing key workflow tasks, milestones, intervals and deliverables; identifying data needs, potential deficiencies, and action items
  • Reviews or assists in the development of the project budget as it relates to the technical and engineering aspects of the project. The review(s) should include validation of projected in-house labor expenditure, outsourced proposals and estimates, projected, and any materials associated with performing the work or preparing the deliverables
  • Leads or assists (as appropriate) in the development of a comprehensive project plan that is consistent with the project charter, client objectives, project budget, and Tilson program plan structure
  • In conjunction with department management, identifies technical resources, resource deficiencies, insource and outsource options, and contingency plans
  • Develops work scopes for specific tasks, in-sourced and subcontractor deliverables
  • Develops deliverables acceptance criteria, benchmarks and thresholds, processes and standards
  • Provides direct client facing communications to vet clients' objectives, subject matter understanding, existing resources, technical parameters, data deficiencies and resources, needs, wants, understandings, and limitations; and solicit and provide feedback, solutions, and guidance
  • Determines client-side project interface POCs for tasks, submissions, and approvals such as political entity contacts (city, county, state, etc), permitting and licensing authorities, zoning approval authorities, federal authorities, environmental and historical preservation authorities, and private stakeholders
  • Identifies and coordinates, or provides, subject matter resources critical to the stated objectives and deliverables
  • Obtains requisite permit and approval applications, submission processes, and timeline estimates
  • Ensures client, project team and departmental management is consulted on critical project matters and kept abreast of progress, timeline changes, quality and deficiency issues and other project impacting developments
  • Performs, reviews, and/or ensures requisite professional or peer reviews of analyses, projections, and deliverables, including:
  • technical and engineering analyses
  • outsourced deliverables
  • research findings, narratives and summaries
  • build cost model(s)
  • vendor proposals and pricing
  • permitting, licensing, and encroachment
  • maps, diagrams, and similar documents
  • processes, methods of procedures, specifications and standards
  • proposed or referenced industry or subject matter standards and references

Position Requirements
Qualifications:
  • Bachelor's degree or equivalent experience
  • Minimum 5+ years of relevant industry experience
  • Proficiency in a related engineering discipline
  • Ability to research, review, evaluate and process moderately complex instructions, specifications, and standards publications
  • Ability to perform disciplined analyses, evaluations, and validation processes
  • Working knowledge of outside and inside plant engineering, fiber optic networks, and telecommunication construction
  • Project or task management experience and a working understanding of overall project or task-oriented concepts, work, and process flows
  • Willingness to learn new skills, software, and technologies
  • Excellent verbal and written communications skills
  • Proficiency in MS Office/Excel
