Job description

Organization Overview:
Redefining the Future Network, Inc. (RTFNetwork) is a Joint Commission-accredited, for-profit behavioral health organization dedicated to improving access to quality mental health and substance use treatment for underserved populations. We offer a full continuum of services, including Outpatient Mental Health, Psychiatric Rehabilitation, Medication Management, and Substance Use Disorder (SUD) treatment. Our work is grounded in person-centered, trauma-informed, and evidence-based practices.
Position Summary:
The Lead SUD Clinician is a pivotal leadership role responsible for overseeing all clinical aspects of RTFNetwork's Substance Use Disorder program. This includes ensuring regulatory compliance, managing staff, delivering direct clinical services, facilitating professional development, and actively participating in the growth and continuous improvement of the SUD program.
Key Duties and Responsibilities:
Clinical Services
  • Deliver high-quality individual, group, and family counseling services to clients diagnosed with substance use disorders and co-occurring mental health conditions.
  • Complete intake assessments, biopsychosocial evaluations, ASAM assessments, and individualized treatment plans in a timely and compliant manner.
  • Utilize evidence-based approaches such as Motivational Interviewing (MI), Cognitive Behavioral Therapy (CBT), and trauma-informed practices.
  • Monitor client progress, revise treatment plans as needed, and participate in discharge planning.
  • Provide crisis intervention services and referrals to higher levels of care when clinically indicated.

Clinical Supervision & Staff Support
  • Provide weekly clinical supervision and support to SUD clinicians, counselors, and interns in accordance with Maryland Board standards.
  • Lead case conferences and provide oversight for treatment plan reviews, documentation quality, and caseload management.
  • Foster a supportive and accountable work culture grounded in clinical excellence and ethical practice.
  • Assist with onboarding, training, and professional development of new clinical staff and interns.

Regulatory Compliance & Quality Assurance
  • Ensure program operations comply with COMAR, Medicaid/MCO billing standards, ASAM guidelines, and Joint Commission accreditation requirements.
  • Conduct regular chart audits, oversee corrective action plans, and report compliance outcomes to the CEO.
  • Participate in internal and external audits, licensing visits, and accreditation reviews.
  • Stay informed of policy updates and ensure implementation of required changes across the team.

Program Development & Leadership
  • Collaborate with executive leadership to plan and implement programmatic growth strategies and service enhancements.
  • Assist in the development of group curricula, client engagement protocols, and recovery support strategies.
  • Coordinate with other RTFNetwork departments (e.g., OMHC, PRP, Medication Management) for integrated care delivery.
  • Represent the SUD program in community meetings, stakeholder collaborations, and referral partnerships.
  • All additional duties assigned.

Required Qualifications:
  • Master's degree in Social Work, Counseling, Psychology, or a related behavioral health field
  • Active Maryland clinical license
  • Minimum of three (3) years of direct clinical experience in SUD treatment
  • Minimum of one (1) year of experience in a clinical supervisory or leadership capacity
  • Familiarity with COMAR, Joint Commission standards, and ASAM Criteria
  • Strong documentation, communication, and organizational skills
  • Ability to manage multiple priorities in a fast-paced clinical setting

Preferred Qualifications:
  • Certified Alcohol and Drug Counselor (CAC-AD, LCADC) or equivalent credential
  • Experience using EHR systems such as TheraNest
  • Knowledge of trauma-informed care, harm reduction, and culturally responsive treatment models
  • Familiarity with grant reporting or performance outcomes management
