Job Description:
The primary function of this position is to patrol landside airport operations to ensure safety, regulatory compliance, and the efficient operation of airport facilities and grounds. Responsibilities include responding to emergencies, coordinating with law enforcement, and adhering to security protocols to ensure compliance with FAA Part 139 and TSA 1542 regulations. The Airport Operations Officer will also oversee the Ground Transportation Program, ensuring compliance, directing vehicle and pedestrian traffic to designated areas, and providing customer service by addressing inquiries from the public, airport staff, airline personnel, and tenants, all while helping to maintain a safe, secure, and customer-friendly environment.
ESSENTIAL JOB FUNCTIONS
  • Patrols, provides surveillance, and conducts security procedures by monitoring airport landside property, including the departure terminal, parking lots, and landside perimeters, to detect and deter security threats and report irregular or suspicious circumstances to senior airport staff.
  • Demonstrates knowledge of, and performs all duties and training required under FAA Part 139, TSA CFR 1542, EYW airport security rules and regulations, as well as any other applicable regulations.
  • Enforces airport security procedures in compliance with TSA 1542 and FAA Part 139 regulations.
  • Performs airport screening inspections and follows protocols for concession staff and materials going through sterile area access control doors per TSA 1542 regulations.
  • Assists with passenger and baggage screening in coordination with TSA and law enforcement, as needed.
  • Responds to security-related events, emergencies, and unauthorized access incidents, properly documents occurrences, and notifies supervisors and Airport Security Coordinators.
  • Responds to emergency alarms and assists in the evacuation of buildings.
  • Assists in inspecting the operational condition of the airport complex, including non-movement areas and landside buildings and grounds, to identify any unsafe or non-compliant conditions.
  • Assists with delivery inspections to comply with TSA 1542.
  • Assists with the airport's wildlife control procedures and ensures compliance with the airport's wildlife hazard management plan and applicable federal, state, and local regulations.
  • Monitors the Ground Transportation program for compliance with Ground Transportation Resolution (GTR) permitting rules and regulations.
  • Directs vehicles, passengers, and the general public to terminals, baggage claim, rental car counters, airport parking lots, taxi line, ride-share, shuttle areas, etc., to ensure minimal disruption and a positive airport and travel experience.
  • Checks doors and windows for security after normal operating hours; turns out lights.
  • Participates in airport emergency drills, security briefings, wildlife management training, and preparedness training.
  • Establishes and maintains effective working relationships with other employees, the public, and airport stakeholders.
  • Answers questions and effectively communicates with other employees, visitors, passengers, airline staff, outside companies, and contractors.
  • Uses sound judgment in response to urgent or emergency situations.
  • This position is required to wear the airport-provided logo uniform for identification, safety, and visibility.
  • Performs other related job duties as assigned.
  • In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.

QUALIFICATIONS
Education and Experience:
High School Diploma or GED. Minimum of three (3) years of related work experience. Prior experience in airport operations, law enforcement, military, or security is a plus.
Special Qualifications:
Must pass a ten-year, fingerprint-based criminal history background check and Security Threat Assessment (STA). Must also successfully complete the SIDA/Secure Area badge test, the Airfield Movement Area driving test, and any other TSA/FAA requirements, as applicable. Valid Florida Driver's License required.
Knowledge, Skills, and Abilities:
  • Ability to oversee the work of a team engaged in providing specific services, completing specific projects, or assisting other units.
  • Ability to perform technical or trades-based work that requires a solid understanding of basic algebra and statistics OR use of heavy equipment. Some of the tasks performed include participating in data collection and detailed analysis, reporting on the accomplishment of specific departmental goals and tasks, OR operating or repairing heavy equipment (bulldozers, cranes, graders).
  • Ability to determine problems and create individual solutions for issues.
  • Ability to oversee and manage work involving multiple units

PHYSICAL DEMANDS
The work requires occasional lifting of up to 50 pounds of force to move objects. Ability to work various shifts, including nights, weekends, and holidays. Ability to work in both indoor and outdoor environments, often in extreme weather conditions. Additionally, the following physical abilities are required:
  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Crawling: Moving about on hands and knees or hands and feet.
  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture, by touching with skin, particularly that of fingertips.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Pulling: Using upper extremities to exert force in order to draw, haul, or tug objects in a sustained motion.
  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward, or outward.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
