Job Summary

The Liquid Asphalt Terminal Manager has overall responsibility for the safe, efficient, and compliant day-to-day operation of the liquid asphalt and/or emulsion terminal in support of company performance objectives. This role requires a strong commitment to safety, operational excellence, and continuous improvement, with an emphasis on personnel leadership, product quality, regulatory compliance, and administrative reporting.

The Terminal Manager provides leadership across all aspects of terminal operations, including manufacturing (where applicable), logistics coordination, maintenance, capital projects, and rail activities. This position plays a key role in ensuring reliability, cost control, and alignment with customer and business needs.

Main Responsibilities

Leadership & Team Development

  • Provide strong, engaged leadership, direction, and development for all facility personnel
  • Foster a culture of safety, accountability, teamwork, and continuous improvement
  • Build and maintain effective relationships with employees, customers, vendors, and regulatory agencies
  • Support ongoing development of team capabilities and technical knowledge

Operations & Logistics

  • Oversee all terminal operations, including product receipt, storage, blending, manufacturing, transfers, and loadout
  • Direct inbound and outbound logistics, including truck and rail
  • Maintain a hands-on understanding of operational processes, equipment, and system performance
  • Coordinate scheduling and terminal activities to meet production and customer demands
  • Maintain awareness of customer requirements and ensure terminal operations align with those needs

Safety, Environmental & Compliance

  • Lead and enforce all safety and environmental programs, ensuring adherence to company policies and regulatory requirements (OSHA, EPA, DOT, and others)
  • Maintain all compliance documentation, reporting, and recordkeeping
  • Oversee spill prevention, containment, and emergency response readiness
  • Develop and maintain Standard Operating Procedures (SOPs) and Job Safety Analysis (JSAs)
Main Responsibilities Continued

Maintenance & Reliability

  • Oversee plant facilities, including maintenance, repairs, and preventive maintenance programs
  • Ensure reliability of tanks, pumps, piping systems, docks, and loading equipment
  • Lead troubleshooting efforts and support rapid issue resolution
  • Provide local oversight and planning support for capital improvements and expansion projects

Product Quality & Technical Oversight

  • Maintain working knowledge of product specifications, testing requirements, and quality standards
  • Coordinate with technical personnel to ensure product consistency and compliance
  • Develop sufficient technical understanding to support decision-making and troubleshooting

Inventory, Financial & Administrative Management

  • Oversee inventory control, reconciliation, and reporting
  • Manage all administrative duties, recordkeeping, and operational reporting
  • Assist in the development and management of operating and capital budgets
  • Control costs and oversee local purchasing of materials, supplies, and services
  • Utilize operational and business systems for data-driven decision-making and performance tracking
  • Understand key financial and operational drivers impacting terminal performance
Qualifications
  • Bachelor’s degree in Engineering, Chemistry, Business, or related field preferred
  • Minimum 5 years of experience in asphalt terminal operations, bulk liquid handling, or chemical processing
  • Emulsions processing experience preferred (where applicable)
  • Proven leadership experience in operations, team development, and performance management
  • Strong knowledge of safety, environmental, and regulatory compliance requirements
  • Excellent communication skills with the ability to interface across all levels
  • Strong technical, mechanical, and analytical problem-solving abilities
  • Proficient in Microsoft Office; ability to learn terminal operating systems
  • Valid driver’s license required
