Job Description
  • Overall responsibility for civil tender preparation and pre-construction activities in accordance with applicable Company process and procedures.
  • Establish the civil tender strategy and the pre-construction, including procurement strategy and tender preparation time schedule.
  • Establish the civil scope of works and package strategy for each tender and project.
  • Participate in tender arrangement and model reviews and provide input to technical solutions, construction methodologies, and execution strategies.
  • Establish and agree the project temporary project requirements including laydown areas, logistics, utilities and construction support requirements and provide inputs into the BOQ and estimate.
  • Manage tender stage consultants including designers, geotechnical experts and other technical advisors.
  • Develop construction sequences, methodologies and programme inputs in co-ordination with the other project disciplines.
  • Conduct market assessments and identify appropriate contractors for new and existing markets
  • Assist with preparation of technical aspects of Consortium Agreements with local civil partners where required
  • Ensure that Contractors are prequalified in accordance with Company procedures.
  • Provide input to BOQ preparation, technical specifications and sub-contract enquiry documentation.
  • Manage the process of issuing subcontract enquiry documents to civil contractors including issuing responses to technical clarifications.
  • Review tender stage contractor submissions, including scope, programme, price, deviations, exclusions & clarifications and provide input into the bid analysis document
  • Manage the calculation of civil tender including direct costs, indirect costs, risks and contingencies
  • Attend clarification and negotiation meetings with the Client during the tender period
  • Prepare offer documentation, technical clarifications, qualifications and deviations for submission to the Client.
  • Present the tender strategy and cost build-up for internal approval
  • Maintain ownership of civil procurement and subcontracting activities following tender submission to ensure continuity of strategy, technical knowledge and commercial assumptions.
  • Develop subcontracting strategies, contract packaging plans and procurement approaches for civil works packages.
  • Define package boundaries, interfaces and detailed scopes of work for subcontract enquiries and contracts.
  • Lead the development, coordination and compilation of execution-stage subcontract documents, ensuring that all technical, commercial, planning, quality, HSE and project-specific requirements are fully incorporated and aligned with tender assumptions, negotiated agreements and project execution objectives.
  • Prepare, coordinate and compile subcontract enquiry packages and contract documentation for civil works packages.
  • Coordinate technical, commercial, planning, quality and HSE inputs required for subcontract enquiries and contract documents.
  • Prepare construction milestones, payment schedules and commercial provisions for inclusion within subcontract agreements.
  • Manage the process of issuing enquiry documents to contractors and coordinating responses to technical and commercial clarifications.
  • Review execution stage contractor submissions including scope, programme, price, exclusions, deviations and clarifications and provide input to bid evaluation documentation.
  • Lead clarification meetings, discussions and negotiations with contractors through to contract award and signature.
  • Prepare and present subcontract award recommendations to Civil Management, Project Management and the Board as required.
  • Ensure that final subcontract documentation accurately reflects agreed scope, programme requirements, pricing schedules, risk allocation, interfaces, milestones, payment provisions, specifications, drawings, clarifications and negotiated commercial terms prior to contract execution.
  • Ensure constructability considerations, lessons learned and execution experience are incorporated into tendering and pre-construction activities.
  • Provide support and guidance to tender and project teams in relation to construction methods, procurement strategies and subcontract packaging.
  • Support project teams during mobilisation and handover to ensure effective transfer of tender assumptions, procurement strategies and contract requirements into project execution.
  • Contribute to the development and improvement of Company procedures, templates and best practices.
Qualifications
  • Construction Management and / or Commercial Management background with experience in multi-disciplinary heavy civils plant projects.
  • Good knowledge of engineering principles related to multi-disciplinary heavy civils plant projects.
  • In depth knowledge and understanding of construction methods, constructability, productivity, construction interfaces and scheduling.
  • Strong ability to sequence and programme complex engineering and construction tasks.
  • Experience in developing tender strategies, procurement strategies and subcontracting approaches for major EPC projects
  • Demonstrable experience in compiling subcontract enquiry packages and contract documentation for major civil works packages.
  • Strong understanding of subcontract formation, commercial risk allocation, contract interfaces and procurement strategies.
  • Excellent negotiation and influencing skills.

Ability to analyse complex technical and commercial issues and implement practical solutions.
