Compensation Grade

The Process Safety Engineer leads and supports the site process safety agenda by strengthening Process Safety Management (PSM), risk management and regulatory compliance practices. The role works across manufacturing, engineering, maintenance, operations and SHE functions to protect people, the environment, business continuity and site assets from process safety and integrity-related risks. The position serves as the site subject matter expert and technical authority for process safety practices, tools and systems.

The Main Purpose of the Role

The Process Safety Engineer improves process safety performance by influencing, facilitating and providing technical guidance and leadership across the site. This role ensures compliance with applicable legal requirements and INEOS standards, including the INEOS 20 Principles of Process and Behavioral Safety, while driving sustainable improvement in hazard identification, risk assessment, incident prevention and action-item closure.

Accountabilities of the Role

Accountability 1 - Process Safety Leadership and Compliance

  • Serve as the site subject matter expert for process safety and support consistent application of process safety requirements across the organization.
  • Lead the development, review and sustainability of site process safety policies, procedures and improvement plans to ensure compliance with legal requirements and INEOS standards.
  • Assess site policies, procedures and work practices to identify process safety risks, compliance gaps and required corrective actions.
  • Plan, lead and support process safety compliance audits and site reviews, ensuring findings are documented, assigned, tracked and resolved.
  • Develop, monitor and report key performance indicators for PSM elements, system health and regulatory compliance.
  • Provide safety reporting, risk visibility and improvement recommendations to the Site Leadership Team.
  • Facilitate the site Process Safety Committee and promote meaningful employee participation and engagement.
  • Lead or support SHE and PSM incident investigations, root cause evaluations and the development of lessons learned and preventive actions.

Accountability 2 - Hazard Identification and Risk Assessment

  • Lead and facilitate Process Hazard Analyses (PHAs), HAZOPs and Layer of Protection Analyses (LOPAs) in accordance with internal and external schedule requirements.
  • Ensure PHA and LOPA studies are properly planned, resourced, documented and completed within required timeframes.
  • Support action-item owners with scenario evaluation, challenge reviews and closure of PHA/LOPA recommendations.
  • Apply and support hazard identification, risk assessment and consequence modelling tools and methodologies.
  • Train and mentor site personnel in PHA, HAZOP, LOPA and other process safety risk assessment practices.
  • Provide guidance on Safety Instrumented System (SIS) documentation, Safety Integrity Level (SIL) scenario analysis and related functional safety evaluations.

Accountability 3 - Process Safety Systems and Technical Support

  • Act as the site technical authority for process safety-related software, tools and databases.
  • Support enhancement, troubleshooting and reliable use of process safety systems used for risk assessment, consequence modelling and action tracking.
  • Analyze process safety performance, incidents, near misses and emerging trends to identify opportunities for improvement.
  • Provide technical interpretation and guidance on process safety requirements, engineering practices and applicable standards.
  • Support Operations, Engineering, Maintenance, SHE and project teams with process safety reviews, risk assessments and technical deliverables.
  • Share lessons learned, technical guidance and process safety best practices across the site.

Accountability 4 - Planning, Assurance and Continuous Improvement

  • Participate in business and capital planning to ensure current and future process safety and regulatory requirements are considered.
  • Develop site process safety goals, assurance activities and improvement plans that strengthen capability and sustainable compliance.
  • Support timely and effective management of process safety action items, including escalation of overdue or high-risk items.
  • Coordinate process safety reviews and assurance activities to verify that safeguards, procedures and required documentation remain effective.
  • Identify improvement opportunities based on audits, investigations, industry practices, regulatory changes and INEOS guidance.
  • Promote implementation of the INEOS 20 Principles, INEOS guidance and site process safety improvement initiatives.

Accountability 5 - Training, Engagement and Organizational Capability

  • Provide process safety training and guidance to employees, leaders and cross-functional teams.
  • Influence personnel at all levels to understand and consistently apply process safety requirements.
  • Build process safety capability through coaching, mentoring and practical support to site personnel.
  • Collaborate across functions to embed process safety into daily work, maintenance activities, project execution and operational decision-making.
  • Communicate process safety risks, expectations, lessons learned and improvement priorities clearly and effectively.

Skills and Knowledge Required

Education and Experience

  • Bachelor's degree in engineering or a related technical field required.
  • Minimum of five years of Process Safety Management-related experience and plant work experience required.
  • Experience in the petrochemical, chemical manufacturing and/or oil and gas industries.
  • Direct experience supporting or leading Process Safety Management programs and the 14 elements of PSM.
  • Demonstrated experience leading or supporting HAZOP, LOPA, PHA and other risk assessment activities.
  • Previous experience managing projects or programs in a chemical manufacturing environment.

Technical Skills

  • Strong knowledge of chemical industry safety policies, regulatory requirements, manufacturing processes, products and raw materials.
  • Knowledge of process engineering assurance practices, including self-verification, barrier assurance and major-accident hazard controls.
  • Ability to evaluate process safety risks, compliance requirements and technical data and translate findings into practical improvement actions.
  • Experience with process safety software, risk assessment tools, consequence modelling and related databases.
  • Strong working knowledge of Microsoft Office 365 collaboration tools and similar applications.

Leadership and Behavioral Skills

  • Strong commitment to SHE excellence and process safety.
  • Excellent verbal and written communication skills, with the ability to communicate effectively at all levels of the organization.
  • Ability to lead, influence and build alignment across multi-disciplinary teams without direct authority.
