Job description

Amyx is seeking to hire a Program Manager (1102 SME) to support our Defense Health Agency Contract.

The Defense Health Agency (DHA) is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care. The DHA provides medical care for the DoD’s 9.6 million eligible beneficiaries is provided through TriCARE, and the defense health program, which includes contracted health care networks and military treatment facilities.


The Program Manager (PM) will lead a team of contracts specialists providing pre- and post-award acquisition and cost & price analysis support to the DHA. The PM directly supervises the team activities to prepare and deliver compliant pre- and post-award documentation and/or contractual documents in accordance with the Federal Acquisition Regulation (FAR), the Department of Defense Federal Acquisition Regulation Supplement (DFARS), DHA and agency supplements, policy guidance directives and instructions.

This involves providing GS-1102 series subject matter expertise on all matters pertaining to the business rules that guide staffing practices/procedures and providing general rules and guidelines for business functions:

  • The PM evaluates analytical results and develops new or adapted analytical techniques.
  • The PM also provides recommendations on effective resource utilization, identification of duties and responsibilities, effective workload distribution and workflow processes.
  • Sources and interviews qualified candidates in accordance with the PWS for all positions in accordance with the PWS.
  • Manages and reports all training functions for contractor personnel to include monthly team level training.
  • Manages the time and attendance. Responsible for the timely and accurate recording, reporting and approving of time.
  • Manages the local telework and alternate work schedule programs for the Contractor.
  • Performs as a liaison between the client and all Contractor personnel.
  • Direct supervision of all Contractor personnel. Subject to additional tiers of supervision (senior contract analyst) within the Contractor FTE workforce.
  • Compiles all data required to submit monthly reporting to the Contractor.
  • On boards all newly assigned personnel ensuring proper team and cube assignments, required initial training, eCommerce systems requests and initial contract required deliverables are completed.
  • Manage annual employee performance evaluations 
  • Administer all required administrative performance actions and evaluations for internal promotions as necessary.
  • Lead, mentor, motivate and support all Contractor personnel. Assist with professional growth and development of personnel.
  • Coordinates weekly and monthly meetings with the client on matters concerning Contractor personnel and management.
  • Point of contact for all contractor employee extended hour requests from the client.
  • Monitors overall contractor performance.

Technology: Proficient with MS Office Suite; ECWM Contract Writing System ; PIEE Applications.


Required Qualifications:

  • A 4 year course of study leading to a bachelor’s degree with a major in any field that includes or is supplemented by at least 24 semester hours in any combination of the following fields:
    • finance, business, law, contracts, purchasing, quantitative methods and organization, information technology, IT System Administration.
  • Minimum 10 years of direct Federal procurement experience in the GS-1102 series or equivalent capacity of which a minimum of five years is DoD procurement or contract administration experience.
  • Ability to visualize, articulate, and solve both complex and uncomplicated problems and concepts. To gather and analyze information, design and test solutions to the problems.
  • Exceptional knowledge of all phases of the acquisition process.
  • Knowledge of contracting principles, laws, and procedures.
  • Knowledge of Integrative Acquisition Environment and DOD acquisition system policies and procedures.
  • Knowledge of the DOD Procurement Data Standards.
  • Experience implementing acquisition systems, preferably a contract writing system
  • Experience with change management.
  • Excellent communication, interpersonal, and customer service skills.
  • Knowledge of Microsoft Office Excel, Word, SharePoint, and PowerPoint. ECWM Contract Writing System experience preferred.

Desired Qualifications:

  • Prior DoD or DHA experience as a GS-1102 and/or equivalent is extremely helpful.
