About the Position:
TJFACT is seeking a Telephone Technician - Information Technology Specialist to support our DOS DT (Diplomatic Technology) IT team in Baghdad and Erbil, Iraq.
The Telephone technician provides expert-level support for all Department of State-owned telephone communications equipment. Specific responsibilities vary, but in general, are responsible for maintaining all aspects of an enterprise telephone network including switches, cabling, handsets, and programming of the Avaya CS-1000 phone systems, ensuring that mission-critical resources are always available when needed.
DUTIES AND RESPONSIBILITIES:
  • Designing, installing, and maintaining various telecommunications and telephone systems (Analog, Digital and VoIP) including commercial brands of equipment such as Avaya, Nortel, Netbox, cisco and other VoIP related devices.
  • Provide oversight for assorted hardware procurement, logistics, and maintenance programs.
  • Perform technical site surveys to determine structural and technical requirements.
  • Conduct fault isolation and technical control of voice frequency leased lines and associated equipment.
  • Perform work in confined areas such as crawlspaces, attics, utility pits, tunnels, manholes and other confined spaces on an occasional basis.
  • Perform tasks from heights to include rooftops, ledges, scaffolding and extension ladders.
  • Move and handle heavy objects such as crates, equipment racks and other building materials.
  • Planning for deployment and maintenance of scalable VOIP telephone systems
  • Reading and writing English communication skills.
  • Open shipping crates; perform proper inventories of the contents and noting/reporting deficiencies.
  • Follow established safety regulations. Responsible for the installation of UPS systems and battery replacement.
  • Take electrical measurements and make appropriate electrical connections in and around electrical service panels and Uninterruptible Powel Source (UPS) units.
  • Troubleshoot and isolate problems of microcomputers and printers and determine if problem is related to hardware, software, or connection.
  • Make minor corrections or contact Dept/RIMC support staff or vendors for resolutions to problems.
  • Follow up on maintenance and service requests from users for changes and additions to network.
  • Provide software training and technical assistance to support staff in the operation of the system.
  • Provide basic support services, including training staff in the use and maintenance of equipment and other related responsibilities.
  • Direct the work of temporary staff as assigned and evaluate.
  • Maintain inventories.
  • Provide comprehensive on-the-job training for locally employed staff members and assist in their professional development in the full range of administrator skills and duties.

REQUIRED QUALIFICATIONS:
  • Bachelor's Degree with a minimum of 5 years of experience or 13 years job related experience in lieu of education.
  • Military specializations in phone/voice systems may be considered in lieu of educational requirements- two years' experience in military phone/voice specializations is required when use in lieu.
  • Experience with the CS1000E release 7.5 or higher, VoIP phones, Option 11, Unified Communications Manager, Network Routing Service, and Element Manager.
  • Skilled with call accounting software, call routing, call identification, call recording, and automated attendants.
  • Extensive knowledge of Avaya/Nortel-based telephone systems and the way they are implemented at DOS locations throughout Iraq.
  • Applicable codes and safety regulations.
  • Active security clearance.

PREFERRED QUALIFICATIONS:
  • Desired Nortel CS 1000 certification.
  • Desired Cisco CCNA Voice certification.
  • Avaya certification (ACIS) is desired and will be highly considered, but not required.
  • BICSI Installer is desired.
