Essential Job Duties
Are you an experienced HR leader who thrives in a dynamic, mission-driven environment? The College of Veterinary Medicine (CVM) is excited to announce that we are recruiting for a strategic and collaborative CVM HR Operations Manager.
Reporting directly to the Assistant Dean of CVM HR, this pivotal position manages full-lifecycle HR operations and provides leadership, mentorship, and supervision to a dedicated team of HR Specialists. Operating within our complex, 24/7 clinical, research, and academic environment, you will act as a trusted advisor, designing and executing comprehensive HR strategies that drive institutional success and support our world-class community.
Core Responsibilities
Operational Team Leadership & Supervision
  • Directly manage and supervise HR Specialists responsible for supporting college departments with their day-to-day operational needs (including classification, compensation and talent acquisition).
  • Provide day-to-day training, strategic consultation, and planning leadership to maximize the team's capabilities as expert resources for their customer groups.
  • Deliver HR operational oversight for all college departments including those in specialized clinical service areas operating on a 24/7 basis (including Teaching Hospitals/Diagnostic Labs, Teaching Animal Unit, Reedy Creek, and Lab Animal Resources), guiding the team through the triage and management of unique operational and regulatory challenges.
  • Monitor operations and workflow trends to target training opportunities, recommend, and participate in implementation of modern tools and resources to empower the HR team in delivering outstanding service.

Program Administration, Systems, & Compliance
  • Oversee CVM's HR and personnel file management system, ensuring strict compliance with federal and state record-keeping standards.

  • Serve as the primary reviewer of all HR actions, ensuring all submitted classification, compensation, and hiring actions are accurate, compliant, and aligned with college and university approval and requirements.
  • Oversee the College Reappointment, Promotion, and Tenure (RPT) process, serving as the college's primary liaison to the Provost's Office and guiding academic departments through critical timelines.
  • Coordinate the completion of key metrics and reports (e.g., Quarterly Vacancy reports) and ensure accurate monthly Additional Compensation workflows in partnership with finance leadership.

Comprehensive HR Consultation, Strategy & University Liaison
  • Serves as a trusted advisor and subject matter expert on full employment lifecycle needs (hiring, compensation, benefits, separation). Utilizes deep expertise across multiple HR disciplines to provide sophisticated counsel and strategic support to senior line managers and designated major units.
  • Serves as a liaison to central university offices and functions as a strategic partner to deliver unified solutions and ensure alignment with university and state policies.
  • Provides expert guidance to translate complex strategies into measurable, results-driven actions. In coordination with the Assistant Dean and other CVM HR team members, leads comprehensive change management initiatives to guide the team through structural, operational, and cultural transitions.
  • Under the leadership and direction of the Assistant Dean of CVM HR, recommend, design, and draft forward-thinking internal HR procedures that improve overall service delivery, staff motivation, and talent retention.

Minimum Education and Experience
Graduation from a four-year college or university preferably with coursework applicable to HR management, human relations and/or business administration and four years of directly-related program development and personnel management experience demonstrating competencies needed to perform the work; or an equivalent combination of training and experience.

  • Experience supervising HR personnel, managing workflow allocation, and fostering professional development within a team to ensure operational excellence.
  • Master's Degree in Human Resources Management or related field alongside active professional HR Certification (SHRM or HRCI).
  • Proficiency using HRIS including accurate system entry, complex data querying, and strategic data analysis to meet diverse organizational reporting needs.
  • Experience leading HR operations, including recruitment, position classification, talent acquisition, and the administration of core HR programs.
  • Deep knowledge of NC State policies and procedures regarding timekeeping, complemented by a comprehensive understanding of state and federal labor laws (including FLSA compliance).
