Job description

We are seeking a highly driven and experienced Permitting Manager to lead permitting strategy and execution for a large-scale semiconductor manufacturing facility project in New York. This role will report directly to the Head of CSA (Civil, Structural, Architectural) Engineering and will be responsible for driving all permitting activities required to support aggressive design and construction schedules for one of the most advanced manufacturing projects in the United States.
This is not a traditional permit coordinator role. We are looking for someone who understands how to navigate complex jurisdictions, build relationships with Authorities Having Jurisdiction (AHJs), remove roadblocks, and proactively drive solutions in a fast-paced mega-project environment.
The ideal candidate understands large industrial or semiconductor construction, thrives in ambiguity, and knows how to push projects forward while maintaining compliance with all applicable codes and regulations.
Key Responsibilities
Lead overall permitting strategy and execution for the New York semiconductor fab project.
Serve as the primary interface between Engineering, Construction, AHJs, third-party reviewers, and external design partners regarding permitting activities.
Develop and maintain a comprehensive permitting roadmap aligned with project milestones and construction sequencing.
Identify permitting risks early and implement mitigation plans to avoid impacts to schedule, procurement, and construction execution.
Coordinate closely with CSA Engineering, Process Engineering, Construction, Environmental, Utilities, and external design firms to ensure permit-ready design deliverables.
Manage permitting workflows for:
MEP Permits
Building permits
Site development permits
Utility permits
Fire/life safety approvals
Environmental and agency approvals
Trade permits
Early works packages
Temporary construction permits
Drive expedited review strategies wherever possible, including phased permits, early start packages, and parallel review approaches.
Establish strong working relationships with city, county, and state agencies.
Track permit status, approval timelines, review comments, and action items across all active packages.
Lead permitting review meetings and provide executive-level reporting on permitting health, risks, and schedule impacts.
Work with project controls teams to integrate permitting activities into the overall master project schedule.
Support contractor onboarding and alignment regarding permit requirements and inspection readiness.
Coordinate responses to AHJ comments and ensure timely closure of review cycles.
Help establish scalable permitting processes and governance for future fab expansions.
Required Qualifications
Bachelor's degree in Engineering, Construction Management, Architecture, Planning, or related field.
10+ years of experience managing permitting activities for large industrial, advanced manufacturing, semiconductor, pharmaceutical, mission-critical, or mega construction projects.
Strong understanding of building codes, permitting processes, inspections, and AHJ coordination.
Experience managing complex multi-package permitting strategies under aggressive schedules.
Ability to read and understand engineering and construction drawings.
Strong organizational, communication, and leadership skills.
Proven ability to work across multiple organizations and drive alignment in high-pressure environments.
Experience working directly with engineering firms, contractors, and government agencies.
Strong problem-solving mindset with a bias toward execution and schedule recovery.
Preferred Qualifications
Semiconductor fab or advanced manufacturing project experience strongly preferred.
Experience with New York State permitting agencies and local municipalities.
Familiarity with phased construction permitting and fast-track delivery models.
Experience working within EPCM or design-build project environments.
Understanding of CSA systems and construction sequencing.
Familiarity with digital project management and permitting tracking systems.

AHJ relationships are proactive, collaborative, and solution-oriented.
Engineering and construction teams have clear visibility into permitting status and risks.
Permit review cycles are minimized through strong preparation and coordination.
The project maintains schedule momentum without permitting becoming a bottleneck.
The permitting process becomes a strategic advantage for the project, not an administrative function.

The US base salary range that Micron Technology estimates it could pay for this full-time position is:
$90,000.00 - $152,000.00 a year
Additional compensation may include benefits, bonuses and equity.
