Description Title: Assistant Controller Position Number: 0080173 Hiring Unit: VP for Budget and Finance, Financial Management Office Location: Manoa Campus Date Posted: June 29, 2026 Closing Date: July 14, 2026; 11:59 PM HST Salary: salary schedules and placement information Additional Salary Information: PBC, minimum $6,876/month eff. 7/01/2026 Funding: General Full Time/Part Time: Full Time Temporary/Permanent: Permanent Duties and Responsibilities *Serves as a key direct report to the University's Associate Vice President/Controller with a broad range of responsibilities as Assistant Controller. *Provides project management, direction and communication strategies for all projects within the Financial Management Office (FMO), including system conversions and updates, policy updates, and implementation of new processes.

*Leads, and manages a staff of professionals with responsibility for supporting the University's system-wide financial information systems, financial reporting, and complex inter-related sub systems. *Acts on behalf of the Controller in their absence. *Supports the Directors as an involved partner in the FMO offices for projects and initiatives related to Treasury, Bursar, Disbursing & Payroll, Tax, Fiscal Services, Bond System and General Accounting.

Implements systems and technologies to support and improve efficiencies for the Financial Management Office. *Develops and/or revises short and long-term goals and objectives. Organizes and manages staff resources to meet the requirements of strategic initiatives, developing goals and objectives, action plans, enhancement and maintenance of current applications.

*Serves as the University's representative on Kuali Financial workgroups and interfaces with the State DAGS system conversion teams with the responsibility to provide feedback and impact analysis on the direction of the Kuali Financial System. Assists in monitoring Kuali financial releases and updates to ensure the continued development, implementation and enhancement of the University's financial information system and related sub-systems. *Plans, organizes, prioritizes, coordinates, and directs the review, documentation, design, analyses, development, implementation of the University's system wide financial information sub-systems, including the requirement definitions, system design, analyses, functional and technical specifications, systems development, integration, testing, deployment, and user training and support.

*Ensures system controls are consistent and compliant with federal and state laws/statues, University policies, generally accepted accounting principles, internal controls, and appropriate accounting and business practices. *Advises and consults with University controller, executives, administrators, staff and other system users in identifying information requirement priorities, limitations, capabilities, uses, and service requirements of the University of fiscal reporting. *Convenes constituent groups to discuss and implement process improvements which will enhance productivity and efficiency with the financial information systems.

Responsible for tracking and management of developing and issuing UH Administrative Procedures pertaining to the Financial Management Office. Assists in coordinating fiscal year-end activities and tasks related to the annual external audit and financial reporting requirements. Other duties as assigned (*Denotes Essential Functions) Minimum Qualifications Possession of a baccalaureate degree in Business Administration, Accounting, Management Information Systems (MIS), or Computer Science or related field and 6 years of progressively responsible professional experience with responsibilities for audit, accounting, business system or management system analysis and development, design, application programming, testing, installation, maintenance, account reconciliation and documentation of complex accounting structures; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies in the area of financial management or accounting systems and related subsystems. Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with financial management or accounting and information technology principles, concepts and issues in financial management or accounting management and related subsystems including unconventional theories and new developments to issues and problems, and generation and development of new hypotheses and theories. Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and innovative approaches.

Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer, apply word processing software.

For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Ability to work outside normal scheduled work hours including day, night, weekend, and/or holiday hours, as directed. Desirable Qualifications Supervisory experience in an institution of higher education, preferably with a multi-campus environment and public university system.

Thorough knowledge of major administrative function such as but not limited to fiscal, accounting, tax, bond, budget, treasury, payroll, procurement, accounts payable, in a multi-campus higher education environment. Thorough knowledge of financial reporting systems and data warehousing.
