Job description

  • The Assistant Counsel position is a full-time, permanent position in the Exempt jurisdictional class, which reports to the Counsel to the Tribunal.

     Under the direction of the Counsel, the Assistant Counsel:

    • Research and analyze legal issues relating to New York State and federal tax laws, including sales and use tax, personal income tax, corporate franchise tax and other miscellaneous taxes.
    • Review and analyze hearing records and other documents, and draft preliminary decisions for consideration and issuance by the Tribunal.
    • Proofread draft decisions for substance and style.
    • Assist the Tribunal in preparing for Oral Argument.
    • Assist with the drafting, proposing and promulgating of departmental regulations.
    • Manage drafting schedule of pending decisions with Counsel's office staff.
    • Brief the Counsel and Commissioners about relevant legal events and issues.
    • Monitor Executive Orders for agency compliance.
    Min Quals:
  • Graduation from an accredited law school and admission to the New York State Bar.
  • Two years of post-Bar legal experience. Experience in New York and/or federal tax laws is strongly preferred.
  • Excellent legal research and writing skills and the ability to draft preliminary decisions.
  • Knowledge of the New York State and federal tax laws, regulations and related case law.
  • Knowledge of the New York State administrative hearings process and procedures.
  • Ability to analyze complex statutes, regulations and case law and communicate clearly.
  • Ability to set priorities and meet deadlines effectively.
  • Ability to work independently and as part of a team.

• Telecommuting up to 40% is permitted after completion of probation and with supervisor's approval.
