KEY REQUIREMENTS
  • Must be a current, permanent FBI employee assigned to the Minneapolis Division.
  • Must be able to obtain an SCI clearance

PHYSICAL DEMANDS
Work sometimes requires physical exertion while testing, installing, or inspecting network systems or transporting layer equipment in hazardous or remote locations that may require bending, tower climbing, lifting objects in excess of 50 pounds, and crawling in small areas.
MAJOR DUTIES
  • Serves as the principal advisor to senior program management on all matters related to the application of telecommunications and networked systems.
  • Provides administrative and technical supervision to Electronics Technicians (ETs) assigned to a division.
  • Plans and manages the design, development, delivery, and maintenance of a broad range of telecommunications systems that support agency operations and highly specialized intra-agency communications requirements, ensuring compliance with a wide range of federal policies and guidelines governing the secure transmission of information.
  • Establishes and maintains cooperative relationships with management and other Telecommunications Managers, Telecommunications Specialists, and Information Technology Specialists involved in related activities.
  • Ensures coordination of efforts and sharing of information and resources where possible.
  • Directs a subordinate workforce; planning and coordinating activities, delegating assignments, estimating and allocating resources, monitoring and reviewing project efforts, and ensuring delivery of products and services.
  • Analyzes and recommends responses to emergent telecommunications and networking requirements resulting from crisis situations, major cases, and investigative activities; developing ad hoc solutions to unexpected problems.

Specialized Experience (SE)
GS-14: Applicant must possess at least one (1) year of SE equivalent to the GS-13 grade level. SE is defined as follows:
  • Managed an organization's technical workforce, overseeing the maintenance of technical systems, addressing personnel issues, and applying applicable policies and regulations.
  • Provided oversight and input on all phases of a technical system's lifecycle; planning, developing, requisitioning, testing, integrating, installing, utilizing, and modifying electronic communications systems, facilities, services, and procedures.
  • Created and delivered technical briefings, proposals, status/program updates and related information, in both written and oral formats to executive management, technical and non-technical managers, and other personnel.
  • Utilized communications theories, principles, concepts, and practices to define operating criteria, determine installation methods, and ensure proper testing methods are used to evaluate quality and efficiency.
  • Provided advice and guidance to various levels of subordinate technical personnel regarding administrative and technical matters related to technical programs, systems, operations, and services.
  • Established and maintained effective working relationships with personnel in local, state, and/or federal government agencies and/or private industries.
In addition, applicants MUST also possess leadership experience.

GS-14: Education may not be substituted for specialized experience at this grade level.

ADDITIONAL INFORMATION
  • Positions with fitness for duty requirements or those that require international travel may require proof of certain vaccinations.
  • The selectee will be required to serve a one-year probationary period for initial assignment to a supervisory position.
  • Required Leadership Training: All FBI supervisors promoted after January 2022 are required to attend and complete the Training Division's Supervisor Essentials Program within 365 days from initial assignment into a supervisory position. Supervisors will need to complete both the "Mentoring and Coaching" and "Performance Appraisals" courses as part of the Supervisor Essentials program. The Supervisor Essentials course is a pre-requisite for the new Leading People (Virtual) and face-to-face version (VLP) that will be offered beginning the 2nd Quarter of 2022.
  • Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated due to an organizational restructuring initiative, so those employees can compete for a position elsewhere. Voluntarily leaving a position with a relocation incentive may result in loss of that incentive. Please notate that you have received an official notification letter within your application.
  • Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded. Probationary employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI.
