Senior Project Manager- Water & Wastewater Treatment Plant Construction- 10-15+ years of experience required. 

Location: Greater Philadelphia / Lehigh Valley, PA area

Compensation: $130,000–$155,000+, commensurate with experience

Our client is a well-established, employee-owned heavy civil contractor specializing in water supply, wastewater treatment, and renewable energy infrastructure, with more than 85 years serving municipal and public works clients. The company holds true to the fundamentals it was founded on: delivering projects safely, on time, within budget, and to the satisfaction of its customers, while remaining committed to the highest standards of safety and construction performance. The company is growing its Northeast operations and is seeking a senior leader to oversee project execution while helping expand the business. This role offers a leadership path to District Manager based on performance.

Position Summary

The Senior Project Manager must strive to complete projects safely and have a satisfied client, complete every project within time and budget; optimize project cash flow; satisfactory subcontractor relations; accurate and timely cost accounting and forecasting; identify, pursue, and recover fair compensation for all changes in scope; accurate and timely procurement. This person will serve as the hub of project management, estimating support, and client management for the region, developing the team's employees so that subordinates can advance their careers within the company.

Responsibilities

Responsibilities include but are not limited to: direct project profit and loss responsibility safely and productively; subcontract and purchase order scope development; project cost accounting setup; procurement of materials and subcontractors; development of the project schedule of values that will yield positive cash flow; development of the project critical path method schedule; obtaining all project requirement permits; prime contract administration; subcontract and purchase order administration; prime contract progress payments; prime contract change orders; shop drawings; invoice review and approval; forecasting and updating of the project within financial software; forecasting and updating of all logs; monthly gross margin report; project close-out in its entirety; owner and engineer relations; performing post-construction cost review and reporting; and providing overall management direction for two or more projects.

  • Lead pursuits by sitting with internal teams to develop the bones of a project and manage multiple moving pieces from proposal through award
  • Support estimating, proposal development, and pursuit/bid activities, including attending pre-bid meetings and client meetings as needed
  • Train, mentor, and provide leadership to Project Managers, Project Engineers, and Project Coordinators, with an eye toward developing bench strength for the team
  • Oversee multiple projects simultaneously across the Northeast region

  • Establish project objectives, policies, procedures, and performance standards within boundaries of corporate policy
  • Initiate and maintain liaison with client, subcontractors, and vendors to facilitate construction activities
  • Monitor/control construction through administrative direction of on-site Superintendent to ensure project is built on schedule and within budget
  • Identify and investigate potentially serious situations, and implement corrective measures timely
  • Lead regular planning meetings with Superintendent and Foreman as well as regular meetings with owner, subcontractors, and vendors
  • Manage financial aspects of contracts (fee payment, rental equipment, income/expenses, etc.) to protect the company's interest and simultaneously maintain good relationship with client
  • Carry a business development mindset — represent the company at pre-bid meetings and client meetings as needed
  • Assume additional responsibilities as directed by the Division Vice President

    Qualifications

    Required

  • 10–15+ years of Project Management experience in water/wastewater treatment plant construction
  • Experience leading large municipal water or wastewater infrastructure projects from preconstruction through completion
  • Experience managing and mentoring Project Managers, Project Engineers, and Project Coordinators
  • Experience supporting estimating, proposals, and pursuit/bid activities

    Preferred

  • Collaborative delivery experience (CMAR, Design-Build, Progressive Design-Build, etc.)
  • Experience overseeing multiple projects simultaneously
  • Leadership experience with succession potential into a District Manager role
  • Heavy civil or utility infrastructure construction background
  • Experience working on public infrastructure and municipal projects

    Education

  • Bachelor's degree in Construction Management, Civil Engineering, or related field, or equivalent industry experience a plus
  • PMP or other project management certification a plus

    Location & Travel

  • Regular travel throughout PA, NJ, MD, and VA
  • Office presence typically once per week, more frequently during active bid pursuits
  • Periodic travel to the company's corporate office
  • Travel is driven by project needs — occasional multi-day or overnight travel should be expected, though this is not a full-time field/job-site role
