Energetic - brings enthusiasm and direction to the team Driven - works with a sense of urgency in all tasks Minimum Qualifications Seven years of experience in information technology; OR Six years of full-time work experience in any field plus five years of experience in information technology; OR An associate's degree in information technology plus five years of experience in information technology; OR A bachelor's degree plus five years of experience in information; OR A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology; OR A master's degree plus four years of experience in information technology.

EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. NOTE: A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information Job Duties: Utilizes recognized project and portfolio management methodologies (e.g., PMI, Agile, PRINCE2) to guide planning, documentation, quality assurance, scope definition, and risk assessment. Develops, manages, and monitors multi-year IT programs and projects

Oversees portfolio level activities including prioritization, resource allocation, cost allocation, and alignment with organizational strategy. Monitors progress to ensure timely and successful completion and exercises functional supervision over IT personnel assigned to these projects. Actively monitors IT Steering Committee projects to ensure timely and successful completion.

Leads organization-wide business improvement efforts by developing long-term strategies, redesigning processes, and aligning operational changes with broader agency priorities. Evaluates existing workflows, policies, and systems to identify inefficiencies, then designs optimized future-state processes that enhance service delivery, operational consistency, and customer experience. Manages multi-year business improvement projects established by the IT steering committee and TRSL's Strategic Plan.

Serves as primary contact for third party consultants engaged in business strategy projects. Coordinates meetings, workshops and data requests between agency staff and consultants. Manage vendor relationships, performance, and accountability throughout the engagement lifecycle.

Negotiate contracts, scope of works, SLA, and pricing. Position-Specific Details: Appointment Type: This vacancy may be filled as a Probation, Promotion, or Detail to Special Duty. Current classified permanent status employees may be required to accept a Probational Appointment.
