Job description

Koniag Professional Services, a Koniag Government Services company, is seeking an IT Strategic/Capital Planner to support KPS and our government customer in the DC Metro area. This position requires the candidate to be able to obtain a Public Trust. This position is for a Future New Business Opportunity.

The IT Strategic/Capital Planner plays a crucial role in providing strategic planning and guidance for large-scale projects or significant segments of complex strategic planning initiatives. This position requires a strong understanding of strategic planning processes, capital outlay planning, and the ability to translate mission objectives into actionable plans and measurable outcomes.
The IT Strategic/Capital Planner at Koniag Government Services plays a vital role in providing strategic guidance, capital outlay planning, and project management support for large-scale initiatives. With a strong background in strategic planning, capital asset management, and software engineering, the ideal candidate will be responsible for translating mission objectives into actionable plans, developing measurable outcomes, and ensuring alignment with organizational goals and resource allocation. Additionally, the IT Strategic/Capital Planner will provide leadership and oversight in managing complex projects and initiatives, ensuring successful implementation and goal attainment.
Essential Functions, Responsibilities & Duties may include, but are not limited to:

The IT Strategic/Capital Planner will be responsible for the following tasks: 

* Provide strategic planning for large projects or a significant segment of the strategic planning portion of a large, complex project.
* Provide an overall approach to clarify mission statements, enabling them to serve as springboards for envisioning the desired future state.
* Assist in developing mission and vision statements, and subsequent goal delineation, ensuring alignment with organizational objectives.
* Provide guidance for building operational plans and specifying measurable outcomes, including capital outlay planning efforts in a consolidated strategic planning process.
* Prioritize strategic initiatives based on organizational goals, resource availability, and other relevant factors.
* Assist in the preparation of key strategic planning documentation, including OMB Form 300 (Capital Asset Plan and Business Case Summary).
* Collaborate with stakeholders, including project managers, subject matter experts, and senior leadership, to gather requirements and ensure alignment with strategic objectives.
* Conduct research and analysis to identify industry trends, emerging technologies, and best practices that can inform strategic planning efforts.
* Develop and implement methodologies and frameworks for effective strategic planning and capital outlay management.
* Monitor and evaluate the progress of strategic initiatives, making adjustments as necessary to ensure successful implementation and goal attainment.
* Serve as the task leader, managing a group of engineers and the full ADP (Automated Data Processing) life cycle in software engineering for a minimum of two years.
* Other duties as assigned

Requirements

Education:

* Bachelor's degree in a related field.
* Ability to obtain a Public Trust

Work Experience, Knowledge, Skills & Abilities:

* Minimum of eight (8) years of experience or an equivalent combination of education and training that provides the required knowledge, skills, and abilities.
* Must possess two (2) years of task leader experience managing a group of engineers and the full ADP life cycle in software engineering.
* Strong understanding of strategic planning processes, capital outlay planning, and IT project management methodologies.
* Excellent analytical and problem-solving skills, with the ability to translate strategic objectives into actionable plans and measurable outcomes.
* Strong communication and interpersonal skills, with the ability to effectively collaborate with stakeholders at all levels.
* Familiarity with industry standards, regulations, and best practices related to strategic planning, capital asset management, and IT governance.
* Proven experience in leading and managing complex projects and initiatives.
* Proficiency in relevant software and tools for strategic planning, project management, and data analysis.

Desired Skills and Competencies:

* Experience with office equipment (e.g. copiers, postage meters, audio/visual)
* Knowledge of database management, reporting and data entry procedures
* Problem-solving skills and ability to work independently 
* Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)

Office Location and Travel:

The primary place of performance shall be at ACF Headquarters, located in Washington, D.C. or Rockville, MD.
