Position Summary:ย The Infrastructure Implementation Manager leads the planning and delivery of Information Technology initiatives supporting new court facilities, major renovations, relocations, infrastructure modernization, and other strategic capital projects across the Massachusetts Trial Court. Serving as the primary Information Technology representative for these initiatives, the position ensures technology requirements are incorporated from planning through implementation and operational transition.
Working closely with court leadership, business stakeholders, architects, engineers, contractors, vendors, and Information Technology teams, the Infrastructure Implementation Manager manages project scope, schedules, budgets, risks, and stakeholder communications to ensure successful technology implementations with minimal disruption to court operations.
When not engaged in facility implementation projects, the position leads strategic infrastructure initiatives and other enterprise technology projects supporting the Trial Court's technology objectives.

Supervision Received:ย Reports to the Deputy Chief Information Officer for Infrastructure, Chief Information Officer, or their designee and receives general direction in performing duties in accordance with established guidelines.

Essential Functions and Responsibilities:

Serves as the primary Information Technology representative for all technology planning, design, coordination, and implementation activities associated with new court facilities, major renovations, relocations, rehabilitations, infrastructure modernization projects, and other capital improvement initiatives.
Represents Information Technology throughout the planning, design, construction, and implementation phases of capital projects, ensuring technology requirements are incorporated into architectural designs, construction activities, and project scope before implementation begins.
Leads cross-functional planning efforts involving Infrastructure, Network, Telecommunications, Security, Cloud, End User Services, Audiovisual, Application, and other technology teams to ensure all technology components are delivered as an integrated solution.
Collaborates with court leadership, Court Capital, Fiscal, Procurement, Lease Properties, Court Facilities, Security, DCAM, architects, engineers, contractors, landlords, vendors, telecommunications providers, and other stakeholders to define business and technical requirements and ensure technology solutions support operational needs.
Develops comprehensive project plans, implementation strategies, deployment schedules, resource plans, budgets, and communication plans for complex technology initiatives.
Leads multiple concurrent projects of varying size and complexity while balancing competing priorities, schedules, budgets, and operational constraints.
Monitors project performance, implementation milestones, vendor performance, system readiness, and overall project health, proactively identifying risks, resolving issues, and implementing corrective actions.
Develops mitigation strategies to minimize risks to court operations, project schedules, budgets, and technology services.
Serves as the primary escalation point for complex implementation, operational, and technical issues and leads cross-functional efforts to resolve them.
Acts as the primary liaison between Information Technology and external agencies occupying or accessing court facilities, including State Police, local police departments, District Attorneys, Registers of Deeds, and other justice partners.
Plans and coordinates technology implementations to minimize disruption to court operations and ensure continuity of critical judicial services.
Conducts on-site project management and implementation oversight at court locations throughout the Commonwealth, including work outside normal business hours when necessary to support project deployments.
Leads enterprise technology projects through initiation, planning, budgeting, procurement, implementation, testing, deployment, operational transition, and project closeout.
Participates in or leads Request for Information (RFI), Request for Proposal (RFP), vendor evaluations, procurement activities, contract negotiations, and contract management.
Prepares executive presentations, project metrics, dashboards, status reports, and recommendations for senior Information Technology leadership and Trial Court administration.
Supports enterprise infrastructure planning, strategic planning initiatives, process improvement efforts, technology assessments, and other special projects as assigned.
Performs related duties as required.

Minimum Requirements: Minimum Requirements/Qualifications
Bachelor's degree in Business Administration, Information Technology, Computer Science, Management Information Systems, Public Administration, or a related field.
Six years of progressively responsible experience in information technology, including significant experience leading complex infrastructure implementations, enterprise technology projects, or large-scale operational initiatives.
Equivalent combinations of education and experience may substitute for degree requirements on a year-for-year basis.
Demonstrated experience leading cross-functional teams, coordinating diverse stakeholders, managing vendors and consultants, and successfully delivering multiple concurrent projects.
Experience with infrastructure implementation, networking, telecommunications, cloud technologies, systems integration, or enterprise technology deployments.
Experience with public procurement, budgeting, contract administration, vendor management, and capital improvement projects is highly desirable.
ITIL 4 Certification is preferred but not mandatory.
Knowledge of Massachusetts Trial Court operations or other large public-sector organizations is highly desirable.
Must possess reliable transportation and be willing to travel to court locations throughout the Commonwealth.
