Clearance: Active DoD Secret Clearance


Work Schedule: Fulltime, On-site, Quantico, VA; limited travel as required (<10%)


Role Overview:

The Senior Technical Writer supports the MOCTT Documentation Support Services mission at the Marine Corps Tactics and Operations Group's (MSTP) C2 Training and Education Center of Excellence (C2TECOE) Branch, Quantico, VA. This position develops, edits, and maintains documentation and deliverables that directly support the Marine Air-Ground Task Force Operations Center Training Team (MOCTT). 


The Senior Technical Writer ensures all doctrinal, instructional, and analytical products such as lesson plans, After Action Reports (AARs), information papers, and Training and Readiness (T&R)-based assessments are accurate, doctrinally sound, and compliant with Marine Corps standards and contract data requirements. The role emphasizes precision, collaboration, and quality assurance within a secure facility environment, directly supporting the Marine Corps' mission to enhance MAGTF C2 readiness. 


General Skillset

  • Advanced proficiency in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook) 
  • Strong written and verbal communication skills 
  • Ability to organize and synthesize complex technical and doctrinal information 
  • Meticulous attention to detail, grammar, and document structure 
  • Ability to work independently or collaboratively within a multidisciplinary team 
  • Skilled in editing for accuracy, consistency, and adherence to style and format standards 

Specific Skillset

  • Experience developing, editing, and formatting DoD or USMC doctrinal and training publications 
  • Familiarity with MCISD/SATE methodologies and TECOM documentation standards 
  • Experience with CDRL-based documentation, version control, and configuration management 
  • Knowledge of Information Security Management System (ISMS) controls for document handling and rights management 
  • Ability to coordinate with SMEs, C2 Analysts, and Instructors to produce integrated, doctrinally aligned deliverables 
  • Experience executing a structured documentation workflow aligned with an ISO 9001-compliant Quality Management System 

Requirements

Education & Certifications

  • Bachelor's degree in English, Communications, Technical Writing, or related field 
  • Certification in Technical Communication or equivalent experience preferred 

Experience Requirements

  • 10 + years of experience in technical writing or documentation management for DoD or defense programs 
  • Prior experience supporting the U.S. Marine Corps or joint military documentation initiatives 
  • Familiarity with USMC doctrine, MAGTF C2, and MSTP processes strongly preferred 

 Primary Responsibilities 

  • Develop, edit, and maintain doctrinal and training documentation aligned with contractual CDRLs. 
  • Produce and update lesson plans, academic training packages, T&R-based assessment tools, and After Action Reports. 
  • Serve as the lead documentation focal point for MOCTT and MSTP, ensuring quality, accuracy, and timely delivery. 
  • Apply version control and configuration management procedures to all documentation. 
  • Conduct internal quality reviews prior to MOCTT Lead approval and Government submission. 
  • Collaborate with the Corporate Quality Manager to ensure QCP/QASP compliance and continuous process improvement. 
  • Consolidate and edit inputs from Analysts, Instructors, and Technical Writers into cohesive, professional deliverables. 
  • Support multimedia integration efforts by coordinating with the Graphics/Media Specialist on visual elements and layout. 
  • Participate in Program Management Reviews (PMRs) and weekly production meetings to track deliverable status and mitigate schedule risks. 

Operational Context 

All work is performed on-site at the C2TECOE Branch, MSTP, Quantico, VA, in coordination with the MOCTT training team. Personnel operate in a secure facility environment and follow established government access and data-handling protocols. Documentation development aligns with the MSTP Quarterly Work Plan and Doctrine SOP, ensuring synchronization with Marine Corps training and doctrine development cycles. 

The Senior Technical Writer implements a disciplined, iterative documentation process, requirements gathering, outline approval, drafting, QA review, Government feedback integration, and controlled publication. This process is supported by Linchpin's ISO-certified Quality Management System, ensuring each deliverable is accurate, operationally relevant, and compliant with contractual and doctrinal standards.

The Senior Technical Writer enables the MOCTT to maintain focus on its core training mission by ensuring timely, accurate, and doctrinally aligned documentation.
