Job description

Core4ce is seeking an experienced Technical Sourcer with a strong background supporting Department of War (DoW) and federal government contracts. This individual will be responsible for proactively identifying, engaging, and building pipelines of highly qualified technical professionals. The ideal candidate understands the DoW contracting environment and can effectively distinguish between candidates who meet a technical requirement and those who are truly qualified for the position.

Responsibilities

  • Proactively source and identify qualified candidates for highly specialized technical positions supporting DoW and Intelligence Community customers.
  • Develop and maintain pipelines of candidates with active security clearances, including TS/SCI and other specialized clearances as required.
  • Source candidates across technical disciplines including software engineering, cloud, DevSecOps, data engineering, cybersecurity, systems engineering, intelligence, AI/ML, MBSE and other specialized technical roles.
  • Utilize cleared talent databases, professional networks, referrals, industry associations, job boards, social media, and other creative sourcing methods to identify passive candidates.
  • Conduct targeted Boolean and advanced searches to identify candidates with specific technical skills, certifications, clearances, locations, and DoW program experience.
  • Develop sourcing strategies for difficult-to-fill positions and provide hiring managers and recruiters with market intelligence regarding candidate availability and compensation.
  • Partner closely with hiring managers to understand technical requirements and translate them into effective sourcing strategies.
  • Conduct initial screens for candidate qualifications and determine alignment with technical requirements, clearance requirements, location, and contract-specific qualifications.
  • Maintain accurate candidate activity, sourcing pipelines, and recruiting metrics within the applicant tracking system.
  • Build and maintain long-term relationships with passive candidates and specialized technical talent communities.
  • Support recruiting events, cleared hiring events, technical networking events, and other talent acquisition initiatives.
  • Identify opportunities to improve time-to-fill and reduce vacancy duration, with a focus on meeting or exceeding a 30-day staffing goal for priority positions.
  • Research and develop new sourcing channels to expand access to qualified DoW technical talent.
  • Stay current on DoW contracting trends, in-demand technical skills, clearance requirements, and the competitive cleared labor market.

Requirements

  • 5+ years of technical sourcing or technical recruiting experience, preferably supporting DoW or federal government contracts.
  • Demonstrated experience sourcing hard-to-find technical talent, particularly passive candidates.
  • Experience recruiting or sourcing candidates requiring security clearances, preferably TS/SCI.
  • Strong understanding of the DoW contracting and federal government recruiting environment.
  • Demonstrated ability to use Boolean/advanced search techniques to identify highly specialized candidates.
  • Ability to understand technical requirements and effectively assess whether a candidate’s background aligns with the position.
  • Strong communication and relationship-building skills.
  • Highly organized with the ability to manage multiple open requisitions and competing priorities.
  • Demonstrated success building candidate pipelines and reducing time-to-fill for difficult positions.

Preferred Qualifications

  • Experience supporting Intelligence Community customers or cleared defense contractors.
  • Experience sourcing candidates for software engineering, data engineering, cloud, DevSecOps, cybersecurity, systems engineering, or intelligence positions.
  • Existing network of cleared technical professionals within the DoW/IC community.
  • Experience recruiting for government contracts with specific labor categories, contract requirements, or Statements of Work (SOWs).
  • Familiarity with DoW security clearance processes and common government contracting terminology.
