What You Will Do 

Management Solutions, LLC is seeking a Quality Manager to support a large-scale federal information technology (IT) program for a federal agency in Washington, DC. 

Reporting to the Program Manager, the Quality Manager will develop, implement, and maintain the Project Quality Control Plan and associated quality management processes, ensuring that program deliverables, services, and work products comply with contractual requirements, established procedures, and applicable quality standards. 

This role conducts audits, inspections, and quality reviews; evaluates quality performance; identifies nonconforming work products and process deficiencies; recommends corrective and preventive actions; and partners with program leadership to promote a culture of continuous improvement throughout the program lifecycle. 

Responsibilities 

Specific responsibilities include, but are not limited to: 

  • Develop, implement, and maintain the Project Quality Control Plan and quality assurance/quality control procedures across the program. 

  • Conduct audits, inspections, assessments, and quality reviews of program activities and deliverables; review and approve designated deliverables prior to customer submission. 

  • Identify quality issues, deficiencies, risks, and nonconforming work products; document findings and communicate observations to project leadership. 

  • Track corrective and preventive actions through resolution, verify successful implementation, and escalate unresolved or noncompliant items to senior management. 

  • Collect, analyze, and report quality metrics and KPIs; develop dashboards and reports to communicate trends, risks, and improvement opportunities. 

  • Support project leadership in establishing quality objectives, performance measures, and continuous improvement initiatives; evaluate process effectiveness and recommend improvements. 

  • Maintain quality records, audit documentation, and supporting evidence in accordance with program requirements. 

  • Ensure quality management processes align with applicable federal agency requirements, contractual obligations, and recognized industry quality standards, and promote consistent quality practices across teams. 

  • Support customer meetings, management reviews, and other program activities related to quality performance. 

Qualifications 

Required 

  • Bachelor's degree in business, engineering, information technology, quality management, or a related field. 

  • Minimum of  5 years of experience in quality management, quality assurance, quality control, project management, program management, or a related discipline. 

  • Experience developing, implementing, or maintaining Quality Management Plans, Quality Control Plans, or comparable program-level quality processes. 

  • Experience conducting audits, inspections, deliverable reviews, or process assessments. 

  • Experience identifying, documenting, tracking, and resolving quality deficiencies or noncompliant items. 

  • Experience collecting, analyzing, and reporting quality metrics to program leadership. 

  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook. 

  • U.S. citizenship is required due to federal contract requirements. 

  • Active Department of Energy L or Q clearance, or an active Secret or Top-Secret security clearance. 

  • Ability to successfully meet all MSLLC employment background screening requirements. 

  • Ability to work full-time onsite in Washington, DC. 

Skills and Competencies 

  • Strong knowledge of quality assurance principles, continuous improvement methodologies, and risk-based quality management practices. 

  • Excellent written and verbal communication skills, with the ability to engage effectively with technical and non-technical stakeholders. 

  • Strong analytical, organizational, and problem-solving skills, with the ability to manage multiple audits, reviews, deliverables, and corrective actions in a fast-paced environment. 

Preferred 

  • Experience supporting large-scale federal IT, digital transformation, or enterprise technology programs. 

  • Experience implementing or maintaining Quality Management Systems (QMS) for federal government programs. 

  • Familiarity with ISO 9001 Quality Management Systems and other applicable ISO quality management frameworks. Familiarity with ISO/IEC 20000 and 27001 is a plus.

  • National QA or Nondestructive Examination (NDE) certification. 

  • Experience supporting Agile, hybrid Agile, or other structured project delivery methodologies. 

Working Conditions 

  • Occasional travel may be required. 

  • Work is performed in a professional office environment using standard office equipment. 

  • The position is primarily sedentary but may require occasional standing, walking, and attending meetings across customer locations. 

  • Must be able to read, write, and communicate effectively in English.
