Job Description

We are currently seeking a contract Technical Project Manager to be a key resource on a technical services team for our client, the Texas Cyber Command (TXCC).

Responsibilities:

Project Leadership: The Technical Project Manager leads complex technology implementation initiatives from project initiation through operational transition, including enterprise software deployments, cybersecurity technology implementations, infrastructure modernization, cloud solutions, system integrations, application implementations, and other technology transformation efforts. The role is responsible for developing and managing project charters, implementation strategies, work plans, schedules, milestones, governance activities, and performance metrics to ensure successful project delivery. The Technical Project Manager oversees project scope, schedule, quality, resource coordination, and stakeholder engagement while ensuring initiatives remain aligned with organizational priorities, governance requirements, and operational objectives. This position coordinates cross-functional technical and business teams, establishes project accountability, manages implementation timelines, and proactively resolves project challenges including scope changes, competing priorities, technical dependencies, vendor performance, resource constraints, and deployment readiness. The Technical Project Manager develops executive-level project documentation, dashboards, and implementation briefings while coordinating multiple concurrent technology initiatives and ensuring dependencies across projects are identified, managed, and communicated. The Technical Project Manager supports organizational growth by assisting with implementation planning, project capacity forecasting, onboarding of new technology initiatives, and integration of new resources into active project workstreams to ensure projects remain aligned with organizational priorities and delivery commitments.

Program & Stakeholder Leadership: The Technical Project Manager serves as the primary liaison between technical teams, business stakeholders, executive leadership, vendors, implementation partners, and other organizations supporting technology initiatives. The role facilitates cross-functional collaboration to ensure project objectives, implementation activities, and organizational priorities remain aligned throughout the project lifecycle. Responsibilities include coordinating governance activities, facilitating project planning sessions, implementation meetings, steering committee discussions, and executive reviews while documenting decisions, tracking action items, and ensuring accountability for deliverables. The Technical Project Manager evaluates project impacts, implementation approaches, deployment schedules, resource requirements, and organizational readiness, providing leadership with recommendations regarding project sequencing, implementation risks, and execution strategies. The role also monitors vendor performance, implementation milestones, contractual deliverables, and issue resolution activities to support successful technology deployments.

Technical Project Coordination: The Technical Project Manager maintains sufficient technical knowledge to effectively coordinate software deployments, enterprise technology implementations, infrastructure modernization projects, cloud initiatives, cybersecurity solutions, and system integrations without performing hands-on engineering, software development, or system administration activities. The role collaborates with technical leads, solution architects, developers, engineers, cybersecurity professionals, infrastructure teams, and vendors to understand technical requirements, implementation approaches, system dependencies, testing strategies, and deployment activities. The Technical Project Manager translates technical concepts into actionable project plans, validates implementation assumptions, coordinates cross-functional workstreams, manages project dependencies, and ensures implementation schedules accurately reflect technical sequencing, resource availability, testing requirements, operational readiness, and deployment timelines. The Technical Project Manager utilizes approved project management, collaboration, automation, and artificial intelligence tools to improve project planning, meeting documentation, dependency tracking, action item management, executive reporting, and overall project delivery efficiency in accordance with organizational policies and governance requirements. This position provides project leadership through coordination, communication, governance, and execution oversight while enabling technical teams to focus on solution delivery.

Risk, Compliance & Operational Readiness: The Technical Project Manager identifies, evaluates, and manages project risks associated with technology implementation, organizational change, vendor performance, resource availability, technical dependencies, and deployment activities. The role develops mitigation strategies, facilitates issue resolution, monitors project health, and escalates significant risks when project objectives, schedules, budgets, or operational outcomes may be affected. The Technical Project Manager coordinates project activities during high-priority operational events, production deployments, and other time-sensitive technology initiatives by facilitating communication, managing project impacts, coordinating stakeholder activities, and supporting timely decision-making to minimize disruption to project objectives and organizational operations. Responsibilities include coordinating implementation readiness activities such as testing, user acceptance, deployment planning, operational transition, training coordination, stakeholder communications, and post-implementation stabilization to support successful technology adoption. The Technical Project Manager ensures project documentation, governance artifacts, implementation processes, and operational procedures support organizational standards, security requirements, applicable policies, and established project management practices.

Communication & Executive Reporting: The Technical Project Manager develops and delivers comprehensive project communications for technical teams, business stakeholders, executive leadership, vendors, and implementation partners. Responsibilities include preparing executive dashboards, project status reports, milestone summaries, implementation updates, dependency analyses, risk assessments, and decision support materials that provide leadership with timely visibility into project performance and organizational impacts. The role facilitates transparent communication throughout the project lifecycle by coordinating status meetings, documenting project decisions, tracking implementation progress, managing action items, and providing timely escalation of issues requiring executive attention. The Technical Project Manager promotes organizational alignment by maintaining accurate project documentation, ensuring consistent stakeholder communication, and supporting informed decision-making across multiple technology implementation initiatives.

Qualifications

Minimum Requirements:

8 years of:

  • Experience managing technical or software implementation projects, including independently planning, coordinating, and delivering complex technology initiatives involving cross-functional technical teams, business stakeholders, vendors, or executives.

5 years of:

  • Experience managing enterprise software deployments or technology implementations, including cloud solutions, infrastructure modernization, cybersecurity implementations, system integrations, or other technology transformation initiatives.
  • Experience developing and managing project charters, implementation plans, schedules, milestones, risks, issues, dependencies, change requests, and deployment readiness activities.
  • Experience coordinating cross-functional technical teams and working with vendors or implementation partners to manage deliverables, dependencies, implementation activities, and issue resolution.

3 years of:

  • Experience preparing executive-level project reporting, including project status reports, dashboards, milestone summaries, risk assessments, and decision-support materials.
  • Experience applying knowledge of software development lifecycles, infrastructure, cloud technologies, cybersecurity technologies, or enterprise IT environments to coordinate technical project workstreams.

Preferred:

3 years of:

  • Experience working within state government, municipal government, or other public-sector technology organizations
  • Experience managing cloud migration, infrastructure modernization, enterprise software implementation, cybersecurity technology, or other technology modernization initiatives.

2 years of:

  • Experience coordinating software deployments, production releases, implementation readiness, or post-implementation stabilization activities.
  • Experience working in Agile, Waterfall, or hybrid project delivery environments.
  • Experience working with enterprise technology governance, project governance, portfolio management, or technology selection and prioritization processes.

1 year of:

  • Preferred certification - Project Management Professional (PMP), Certified ScrumMaster (CSM), or comparable certification from a recognized project management organization.
