Job Summary:
The Sr Technical Program Manager is responsible for driving Project Management Office (PMO) operational excellence through the development, standardization, implementation, and continuous improvement of project management processes, governance methodologies, portfolio management practices, reporting frameworks, and supporting technologies.
This role serves as a strategic partner to Project Management leadership and Engineering stakeholders, improving portfolio visibility, governance, resource planning, reporting, and organizational maturity across the engineering portfolio. The position leads PMO process improvement initiatives, develops executive portfolio reporting and performance metrics, supports portfolio governance and capacity planning, and enables data-driven decision making across Engineering, Software, Quality, Regulatory, Operations, Clinical, and Product Management.
Please note this is an onsite position at our Irvine, CA office.
Duties & Responsibilities:
  • Drive PMO operational excellence through the development, implementation, standardization, and continuous improvement of project management methodologies, governance processes, tools, and execution frameworks.
  • Partner with the Vice President of Project Management to translate Engineering portfolio strategy into scalable PMO processes, portfolio governance, analytics, and execution practices.
  • Lead portfolio governance, project intake, prioritization, capacity planning, resource forecasting, and cross-project portfolio reviews to support strategic planning and investment decisions.
  • Develop and maintain portfolio management frameworks, governance standards, operating procedures, templates, and best practices that improve execution consistency and organizational maturity across Engineering.
  • Develop executive dashboards, portfolio reports, KPIs, portfolio health metrics, forecasting models, and performance analytics using Power BI and related reporting tools to enable data-driven decision making.
  • Analyze portfolio performance, identify risks, trends, resource constraints, and dependencies, and provide actionable recommendations to Engineering leadership.
  • Facilitate executive portfolio reviews by preparing portfolio summaries, decision-support materials, and recommendations while improving portfolio visibility, execution predictability, and delivery performance.
  • Own the governance, optimization, and adoption of PMO collaboration and portfolio management tools, including Jira, Confluence, Power BI, and related platforms, ensuring data integrity and reporting consistency.
  • Drive organizational adoption of PMO standards, tools, and best practices through coaching, training, documentation, and change management while mentoring Engineering Project Managers on governance and portfolio management practices.
  • Build collaborative relationships and influence cross-functional stakeholders across Engineering, Software, Product Management, Quality, Regulatory, Clinical, Operations, Manufacturing, and Information Systems to improve organizational effectiveness and execution excellence.
  • Support special projects and strategic initiatives as assigned.

Minimum Qualifications:
  • 8+ yrs of experience in regulated technical product development or technical project management
  • Experience developing and implementing project management methodologies, governance frameworks, and portfolio management processes
  • Experience supporting cross-functional engineering programs and portfolios
  • Experience developing executive dashboards, portfolio reporting, and performance metrics using Power BI or similar reporting tools
  • Experience using Jira, Confluence, and project or portfolio management platforms
  • Strong analytical, organizational, communication, and problem-solving skills
  • Demonstrated ability to influence cross-functional stakeholders and drive alignment without direct authority

Preferred Qualifications:
  • Medical device or other highly regulated industry experience
  • Experience building, transforming, or maturing an Engineering PMO
  • Experience supporting integrated hardware, software, firmware, systems, or algorithm development programs
  • Experience with portfolio planning, engineering resource capacity planning, and investment prioritization
  • Experience supporting executive portfolio governance and strategic planning
  • PMP, PgMP, PMI-PMOCP, SAFe, Agile, Lean Six Sigma, or equivalent certification

Education:
  • Bachelor's degree in Engineering, Engineering Management or related technical field required; advanced degree in Engineering, or related technical or business discipline preferred.

Language Requirements:
  • Ability to read, write, and communicate effectively in English
  • Ability to interpret technical documents, schematics, and written instructions
  • Ability to clearly document technical findings and communicate with cross-functional team members

Compensation + Benefits: The anticipated range for this position is $160,000 - $180,000. Actual placement within the range is dependent on multiple factors, including but not limited to skills, education, and experience. This position also qualifies for up to 10% annual bonus based on Company, department, and individual performance.
