About The Role:

Expression is looking for an experienced Technical Project Manager to lead project management activities supporting a mission-critical Department of War (DoW) software sustainment and modernization effort within the DISA Spectrum Information System (SIS) environment.

This role will oversee the operations, maintenance, sustainment, enhancement, cybersecurity, and training activities supporting enterprise EMS (Electromagnetic Spectrum) software capabilities. This role requires a technically proficient leader with experience managing Agile software development teams supporting Federal contracts and classified DoW environments.

The successful candidate will serve as the primary interface with Government stakeholders and will lead cross-functional technical teams supporting software engineering, DevSecOps, cybersecurity, systems administration, data management, and cloud sustainment activities. You must be comfortable operating in fast-paced Government environments while balancing technical execution, customer engagement, staffing, risk management, and contract performance.

Responsibilities:
  • Execute, manage, and deliver government program(s) by working through multiple internal and external teams during the entire agile product lifecycle including, but not limited, to operations, architecture, engineering, analytics, DevSecOps, installation, configuration, acceptance, training, technical assistance, handover, and sustainment.
  • Develop, maintain, and manage Master Schedules (MS) using Microsoft Project.
  • Track and report project status, risks, issues, dependencies, staffing, deliverables, and financial performance.
  • Lead Monthly Management Reviews (MMRs), bi-weekly Interim Progress Reviews (IPRs), and technical exchange meetings.
  • Ensure compliance with contract requirements, deliverables, reporting standards, and Government configuration management, cybersecurity policies, and business processes.
  • Oversee preparation and delivery of:
    • Software Requirements Specifications (SRS)
    • Preliminary Design Reviews (PDRs)
    • Technical documentation
    • Configuration audit artifacts
  • Facilitate communication between Government leadership, technical teams, subcontractors, and external stakeholders.
  • Support technical demonstrations, customer engagements, and executive briefings for Government leadership and operational users.
  • Manage project risks, mitigation strategies, staffing plans, and operational dependencies.
  • Monitor software development best practices, documentation standards, and release quality.
  • Oversee subcontractor performance and ensure timely execution of contractual obligations.
Qualifications:
  • Active Secret clearance required
  • 7+ years of experience managing technical or software development projects supporting Federal Government contracts
  • Experience leading Agile software development and sustainment programs in DoD or IC environments
  • Demonstrated experience managing cross-functional technical teams supporting enterprise applications
  • Experience supporting cloud-hosted systems, DevSecOps, or enterprise modernization initiatives
  • Experience managing project schedules, risks, deliverables, staffing, and customer communications
  • Familiarity with software configuration management and software development lifecycle (SDLC) best practices
  • Experience preparing and presenting project status briefings to Government stakeholders
Preferred Qualifications:
  • PMP Certification preferred
  • SAFe, Scrum Master, or Agile certifications preferred
  • Prior experience supporting DISA, DoD spectrum operations, EMS, SIGINT, EW, or communications systems
  • Experience supporting NIPRNet/SIPRNet environments
  • Familiarity with:
    • Joint Electromagnetic Spectrum Operations (JEMSO)
    • Spectrum management systems
    • GIS or operational data visualization tools
    • Confluence, Git repositories, Jira, or similar collaboration platforms
  • Prior experience supporting sustainment contracts with operations and maintenance (O&M) responsibilities
