Overview
Beyond New Horizons, LLC (BNH) has an exciting opportunity for a Technical Project Manager supporting TOS II at Tunnel 9 in White Oak, Maryland. The Technical Project Manager will work as a member of an integrated team, providing technical support to engineers, technicians, and supervisors to assist with project improvement efforts, satisfy quality requirements, and initiate corrective actions when necessary to ensure projects are built to scope.

Job Summary
The successful candidate will assist in developing and implementing integrated plans for product development, including coordinating activities throughout the product lifecycle from the planning phase through customer acceptance. The selected candidate will monitor projects from initiation through delivery, interfacing with internal employees and external contractors on technical matters as needed. Additionally, this role will review, manage, proactively challenge, and control the status of programs and budgets, manage schedules, prepare status reports, and lead teams in achieving program goals, including issue identification, resolution, and contingency planning.
Job Duties:
  • Lead and manage engineering projects, ensuring successful execution from planning to delivery.
  • Develop detailed project plans, schedules, and budgets, and monitor progress to ensure adherence to timelines and financial constraints.
  • Provide technical oversight and guidance to engineering teams, ensuring that designs, specifications, and deliverables meet quality standards and customer requirements.
  • Coordinate with cross-functional teams, including design, manufacturing, procurement, and quality assurance, to ensure seamless project execution.
  • Identify and mitigate project risks, develop contingency plans, and implement corrective actions as needed.
  • Serve as the primary point of contact for project stakeholders, ensuring effective communication and reporting.
  • Conduct regular project status meetings and reviews, preparing and presenting progress reports to senior leadership and stakeholders.
  • Maintain project documentation, including plans, reports, and records, ensuring accuracy and completeness.
  • Foster a collaborative and innovative work environment, promoting continuous improvement and professional development within the project team.
  • Perform other duties as required.

Note: It is a condition of employment to wear PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
Basic Qualifications
  • Bachelor of Science degree in Engineering (Mechanical, Electrical, Systems, Aerospace, or a related field).
  • M08: Minimum of 6 years of progressive analytical experience with 3+ years of project management experience.
  • M09: Minimum of 8 years of progressive analytical experience with 3+ years of project management experience.
  • Must be able to obtain and maintain a security clearance and access to the AEDC local area network.
  • Current U. S. Citizenship required.

Preferred Qualifications
  • Master's degree in a STEM discipline.
  • MS Office Suite and MS Project skills.
  • Demonstrated ability to lead multi-disciplinary design and development teams.
  • Comprehensive understanding of the systems engineering process, including requirements management, system design, and integration.
  • Proficiency in project management, including developing and managing schedules, budgets, and resources.
  • Familiarity with preparing project estimates.
  • Strong analytical and problem-solving skills.
  • Effective communication and interpersonal abilities, with experience presenting to senior leadership and external customers.
  • Ability to read and interpret technical drawings, schematics, parts lists, specifications, instructions, and test procedures.
  • Experience managing multiple projects.
  • Understanding of Earned Value Principles.
  • Background in the Aerospace and Defense Industry.
  • Project Management Professional (PMP) certification.
  • Active Secret clearance.
