What are Technical Programs Managers?

Technical Programs Managers (TPMs) are professionals responsible for overseeing and coordinating complex technical projects and programs within an organization. They bridge the gap between engineering teams and business stakeholders, ensuring that projects are delivered on time, within scope, and aligned with company goals. TPMs manage project timelines, resources, and risks while facilitating communication across teams. Their role often involves strategic planning, technical problem-solving, and driving cross-functional collaboration.

What are the key skills and qualifications needed to thrive as a Technical Programs Manager, and why are they important?

To thrive as a Technical Programs Manager, you need a solid background in project management, technical expertise in relevant domains, and a bachelor’s degree in engineering, computer science, or a related field. Familiarity with project management tools like Jira or Asana, and certifications such as PMP or Scrum Master, are commonly required. Exceptional leadership, stakeholder management, and effective communication skills help you drive cross-functional teams toward shared goals. These skills ensure that complex technical projects are delivered on time, within scope, and to the highest quality standards.

  • Produce leadership-ready reports and dashboards for program management and governance reviews.
  • Identify opportunities to improve project delivery processes, cloud operational workflows, and coordination between teams.
  • Promote adoption of standardized project management and delivery practices across the Cloud Services Office.
  • Oversee the execution of single or multiple task orders; responsible for staffing, project planning, production, quality, project financials, and staff direction and oversight.
  • Manage the client interface at the COR level and assist the Program Manager as required in managing contract performance.

Basic Qualifications:

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business, or a related discipline, or equivalent experience.
  • 8 years of experience managing technical infrastructure or cloud-related projects.
  • Strong understanding of cloud computing platforms and enterprise IT environments.
  • Demonstrated experience coordinating cross-functional technical teams.
  • Experience managing schedules, milestones, risks, and deliverables across multiple stakeholders.
  • Strong written and verbal communication skills.

Preferred Qualifications:

  • Experience supporting cloud service organizations or enterprise shared services teams.
  • Experience managing cloud consolidation, migration, or modernization initiatives.
  • Familiarity with major cloud platforms (AWS, Azure, GCP, OCI, IBM Cloud).
  • Experience working in regulated or compliance-driven environments (e.g., federal, FISMA).
  • Knowledge of IT governance, change management, and architecture review processes.
  • Experience with Agile, hybrid Agile/Waterfall, or SAFe delivery models.
