What are the key skills and qualifications needed to thrive as a technical program manager, and why are they important?
What is a technical program manager?
A technical program manager oversees a company’s technical projects, such as implementing new network systems or developing new products. Job duties include supervising development teams, assessing work schedules, assessing productivity, and addressing any quality assurance issues that arise during production. Technical program managers are often responsible for creating reports to upper management based on the functions of the products and making suggestions on how to streamline future projects. They may also help the organization develop new strategies related to production and sales goals.
What is the difference between Technical Program Manager vs Software Engineer?
| Aspect | Technical Program Manager | Software Engineer |
|---|---|---|
| Primary Role | Oversees project execution, coordinates teams, manages timelines | Designs, develops, tests software applications |
| Required Skills | Project management, communication, technical understanding | Programming, software development, problem-solving |
| Work Environment | Cross-functional teams, project-focused | Development teams, coding environments |
| Certifications | PMP, Agile certifications often preferred | None mandatory, but certifications like Scrum or AWS helpful |
While Technical Program Managers coordinate and oversee projects across teams, Software Engineers focus on building and coding software solutions. Both roles require technical understanding, but their core responsibilities differ significantly.
How do technical program managers typically collaborate with engineering and product teams to ensure project success?

ABOUT THE JOB
The Sr Technical Program Manager, Battlespace is responsible for overseeing the development, execution, and delivery of the Battlespace Awareness software for critical programs - ensuring it meets all technical, functional, and business requirements. Battlespace Awareness software services comprise advanced algorithms for sense-making and decision-making at tactical timelines. This role requires an individual with a strong technical background in software development, particularly in the domain of optimization and estimation, and experience managing complex projects with multiple sub-teams and many stakeholders. The Sr Technical Program Manager will be the linchpin in ensuring that the software is developed in line with the objectives defined and is released according to the planned schedule.
WHAT YOU'LL DO
- Project Leadership and Strategy:
- Develop and maintain a detailed project and execution plan - including feature development, testing and validation, deployment, and monitoring.
- Establish clear objectives and deliverables for the software that align with program needs.
- Technical Expertise:
- Maintain a deep understanding of underlying algorithms and software interfaces for battle management, threat prediction, tracking, and classification to ensure that the relevant services integrate effectively with the larger C2 system.
- Stay updated on the latest techniques to work with subject matter experts in incorporating relevant innovations into the project plan.
- Documentation and Process Improvement:
- Ensure comprehensive documentation is maintained for the project, including technical specifications, user manuals, and project reports.
- Continuously evaluate and improve project management processes to increase efficiency and effectiveness.
- Release Management:
- Oversee the planning and execution of the software release process, ensuring that deployment is carried out smoothly and efficiently.
- Ensure that all software releases meet the defined quality standards before deployment.
- Stakeholder Communication:
- Serve as the primary point of contact for all project-related communications, internally across teams and externally with stakeholders.
- Regularly update stakeholders on project status, risks, and milestones through reports and presentations.
- Resource Allocation:
- Assess and allocate necessary resources, including personnel, software, and hardware, to ensure the project is adequately supported.
- Monitor resource utilization and make adjustments as needed to avoid bottlenecks or resource constraints.
- Risk Management:
- Identify potential risks and develop mitigation strategies with the subject matter experts to minimize impact on the project timeline and deliverables.
- Regularly review and update the risk management plan to reflect changes in the project landscape.
- Cross-Functional Collaboration:
- Work with other divisions and departments to ensure software supports the program priorities and meets all integration requirements.
- Facilitate effective communication and collaboration between the Battlespace Awareness business line and other stakeholders to promote a unified approach to program execution.
REQUIRED QUALIFICATIONS
- Bachelor's or Master's degree in Computer Science, Engineering, or a related technical field.
