While Technical Program Managers coordinate and oversee projects across teams, Software Engineers focus on building and coding software solutions. Both roles require technical understanding, but their core responsibilities differ significantly.

Primary Purpose Under the general supervision of the assigned Department Division Manager, assists with the implementation, coordination, and operational oversight of public health and social service program management. Essential Job Functions Supervises staff, provides instruction to employees; plans and assigns work; evaluates and approves/disapproves leave requests; approves timesheets; checksfinalworktoensurecompliancewithestablishedpoliciesandprocedures; recommends the hiring of new employees; recommends disciplinary action; provides feedback on work performance for employees; completes performance evaluations for employees. Plans, implements, administer, and evaluate programs that provide services to the public.
Works to maximize program delivery efficiencies and strengthen coordination among community partners, schools, behavioral health providers, and public agencies. Write grants to develop new funding sources. Assists in the development and monitoring of program budgets, contracts, and grant compliance requirements.
Analyzes policies and procedures to improve program efficiency and effectiveness. Negotiates, administers, and monitors contracts. Ensures adherence to federal, state and local laws, rules, and regulations.
Ensures adherence to policies, procedures, grant requirements, and reporting standards established by funding agencies and regulatory entities. Maintains working relationships with community agencies and organizations. Develops programs to create community awareness of service availability.

For Assignment in Senior Services Division: Provide management and oversight of daily operations of Senior Services transportation and food delivery services. Ensures adherence to policies, procedures and rules as established by the Area Agency on Aging. Works to diversify funding streams to support Division activities.
Works to maximize program delivery efficiencies for Senior Services. For Assignment as the Uplift Youth Manager: Responsible for managing and enhancing the Uplift Youth Program. Provide management and oversight of daily operations including screening assessmentswithteensandparentswhoarereferredbytheJuvenileProbation and Parole Office, the courts, schools or other agencies.
Organizes and manages Program Coordinator to monitor compliance of teens participating in the program. Assists with annual and mid-year budget preparation. Manages and reconciles the budget and works closely with accountant to monitor contracts.
Represents Uplift Youth in presentations to the community, including school administrators, social service agencies, junior high and high school classes, youth in treatment centers, law enforcement, and city and county officials and judges. Participates in the New Mexico Teen Court Association (NMTCA) and other boards and committees concerning youth, preparing material and attending meetings. Reports to and works closely with the Youth Services Administrative Program Manager and the Youth Service Division.
For the Assignment as the Youth & Family Services Program Manager: Providemanagementandoversightofdailyoperationsforviolenceprevention, behavioral health, prevention education, and public awareness programs, including: Youth Community Violence Interruption Pilot Youth Behavioral Health Case Management Services Public Awareness Campaigns School-Based Prevention Specialist Programming DWI Public Awareness and Prevention Efforts Supports implementation and operational oversight related to the anticipated Regional Youth Behavioral Health Center initiative. Knowledge / Skills Knowledge of working with at-risk youth and families. Knowledge of community-based services and resources that are available to youth and families.
Knowledge of public program planning, development, budgeting, and management, community needs and resources, grant development and administration Knowledge of principles and practices of effective supervision, principles and practices of providing social services to culturally diverse populations, Skillin using software applications commonly used in program management, and federal, state, and local funding sources. Skill in analyzing programs and services and structuring new programs and improvements. Ability to share and obtain required information in a confidential, professional, and efficient manner.
Ability to interpret complex federal, state, and local regulations and guidelines, address the public and professional groups, analyze administrative, personnel, and organizational problems and identify appropriate solutions, train and effectively manage staff, perform outreach services, Ability to establish and maintain effective working relationships with employees, other agencies, and the public, Ability to follow written and verbal instructions and communicate effectively verbally and in writing. Minimum Qualifications Bachelor's degree in Public/Business Administration, Education, Psychology, Counseling, Health, Social Work, Sociology or a related field. Three (3) years of experience in public program management including Two (2) years supervisory experience.
A completed New Mexico EDGE Public Supervisor certification will substitute for two (2) years of required supervisory experience. Education may substitute for experience on a year for year basis or High School Diploma or GED and seven (7) years of experience, which includes two (2) years of supervisory experience. Supplemental Information Working Conditions: Work is performed primarily in an office environment.
While performing the duties of this job, the employee regularly uses standard office equipment and is typically required to use manual dexterity, routine hearing, verbal communication and visual acuity to complete standard tasks, may also be required to stand, walk, and sit, reach with hands or arms. Occasional travel and overtime work may be required. Ability to lift up to 20 lbs.
Conditions of Employment: Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver's License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
