Job Description
The Role
As the Staff Technical Program Manager (TPM) for Developer Experience, you will own execution of core programs that improve how GM builds, secures, and ships software. You will work with engineering leaders and the Developer Experience team to turn priorities into delivered outcomes, running programs with minimal guidance and pulling in leadership at the decision points that matter.
This is a hands-on delivery role. You will own specific initiatives end to end, keep them moving across teams, support vendor evaluations, and help developers adopt the tools and practices we invest in. You will have significant operational impact across Developer Experience and act as a resource and mentor to less-experienced program managers.
What You'll Do
Own and drive program execution
  • Turn priorities into plans and execution. Take and run initiatives that improve GM developers' lives. The work a DevEx TPM varies, but examples of recent work include developer enablement for new /critical tools, managing platform migrations + helping address platform issues, and improving developer environments/workstations.

  • Run the delivery cadence. Track work against targets, surface blockers early, and drive the decisions needed to keep momentum.

  • Manage complexity across teams. Coordinate multi-team initiatives so they land with minimal disruption to developers.

Cross-functional alignment
  • Drive alignment on shared problems. Bring IT, Engineering, Cyber Security, and Legal together to resolve program-level questions like access models for external collaborators, using data and clear options to reach agreement without direct authority.

  • Shift governance left. Help replace manual gatekeeping with automated governance that keep developers safe without slowing them down.

Vendor and tool coordination
  • Support vendor relationships. Coordinate work with key tool vendors and help ensure GM gets real value from what it spends.

  • Run tool evaluations. Structure pilots to produce clear data on productivity and security impact, and help turn that data into a recommendation.

Adoption and enablement
  • Drive adoption, not just rollout. Support the change management that makes new tools and practices stick. Help design engagement models like InnerSource and communities of practice that get teams to adopt shared standards.

  • Make the right way the easy way. Help keep developer documentation and paved-road templates current so the recommended way to build software at GM is also the easiest.

Your Skills and Abilities (Required Qualifications)
  • Program leadership: 7+ years leading technical programs in DevOps, Cloud, or Platform Engineering.

  • Education: BS or MS in an engineering-related discipline, or equivalent experience.

  • Independent execution: Proven ability to own complex, multi-team programs end to end with minimal guidance, handling operational friction and cross-team coordination so engineering leaders can stay focused on architecture and code.

  • Change and adoption: Experience driving technical and cultural change in complex, regulated enterprise environments and getting real teams to adopt new tools and practices.

  • Vendor and tool acumen: Experience coordinating enterprise software vendor relationships and the practical aspects of tool integration such as licensing, identity, and support.

  • Data-driven communication: Ability to turn metrics into clear, honest narratives for engineering and leadership audiences, without dressing up activity as impact.

  • Engineering enablement: A real focus on making developers more productive. You understand how engineers work day to day, where they hit friction, and how to remove it so teams can do their best work with less overhead.

  • Influence without authority: Strong stakeholder skills, with the ability to build trust with engineering and IT leaders, bridge gaps between teams, and drive agreement on hard decisions.

  • AI-native practice: You use AI tools in your own daily work and can speak from real experience about where they help and where they do not.

Compensation: The compensation information is a good faith estimate only. It is based on what a successful applicant might be paid in accordance with applicable state laws. The compensation may not be representative for positions located outside of the California Bay Area.
The salary range for this role is $134,700 to $245,00. The actual base salary a successful candidate will be offered within this range will vary based on factors relevant to the position.
Bonus Potential: An incentive pay program offers payouts based on company performance, job level, and individual performance.

Company Vehicle: Upon successful completion of a motor vehicle report review, you will be eligible to participate in a company vehicle evaluation program, through which you will be assigned a General Motors vehicle to drive and evaluate. Note: program participants are required to purchase/lease a qualifying GM vehicle every four years unless one of a limited number of exceptions applies.
