About the team and the role:
This role sits within eBay's Technical Program Management organization and focuses on leading large, cross-domain initiatives across our Shipping platform-a critical pillar of the end-to-end marketplace experience. The Shipping organization powers millions of transactions globally by enabling reliable, scalable, and cost-efficient fulfillment experiences for buyers and sellers.
As a Technical Program Manager, you will operate at the center of complex, high-impact efforts, bringing structure to ambiguity and ensuring consistent, predictable execution across business, product, and technology teams. You will drive alignment among diverse stakeholders, influence decision-making across domains, and directly shape how items move through the eBay ecosystem at scale, while working in a collaborative, growth-minded environment that values bold ideas and work/life balance.
What you will accomplish:
  • Lead end-to-end delivery of critical, multi-domain shipping programs from inception through launch, aligning scope, timelines, and outcomes across Business, Product, Engineering, Design, Marketing, Analytics, and other partners to land initiatives on time and within budget.
  • Build and maintain clear, executive-ready program health reporting-including risk registers, tradeoff summaries, and escalation playbooks-to inform timely decisions and keep senior leadership closely engaged in program progress.
  • Drive annual and quarterly planning across priorities and domains by standardizing intake, assessing cross-functional demand, and building unified, capacity-aware roadmaps that connect resources to strategic shipping goals.
  • Orchestrate cross-functional execution for strategic and multi-domain initiatives, facilitating trade-offs and sequencing work so programs deliver predictable, measurable improvements in shipping quality, reliability, and cost efficiency.
  • Establish and continuously improve operating cadences and standards (planning reviews, roadmap and requirements reviews, status check-ins, and executive summaries) that raise the bar on execution readiness, transparency, and cross-team coordination.
  • Use data and AI-powered insights to analyze program and product metrics, identify systemic risks, run root-cause analysis, and implement scalable process and tooling improvements that keep programs on track and teams more productive.

What you will bring:
  • Bachelor's degree in Computer Science, Engineering, Business, or equivalent practical experience, with 10+ years working across Program, Product, Engineering, Business Operations, and/or Sales/Marketing, including 7+ years as a technical program manager in a product and technology environment.
  • Proven track record leading large-scale, cross-functional technology programs from concept to completion, operating independently in ambiguous situations while managing risk and driving high-quality outcomes.
  • Strong technical fluency-able to engage directly with engineering teams, understand system architecture and delivery risks, and translate technical trade-offs clearly for business and executive stakeholders.
  • Practitioner-level experience using AI and GenAI tools (such as ChatGPT Enterprise, Gemini, Glean, NotebookLM, Claude Code, and custom AI agents) as repeatable habits to accelerate planning, synthesize documentation, automate manual work, and scale program management impact.
  • Proficiency with Agile methodologies and program tools (including Jira, Airtable, Confluence, and Google Workspace), with comfort writing queries, building dashboards, and creating templates; experience with analytics tools like Tableau, Looker, or Power BI is a plus.
  • Demonstrated ability to lead through influence with strong executive presence and communication skills-holding partners accountable to shared goals, managing competing priorities transparently, and delivering clear steering updates, escalation frameworks, and program documentation to VP and C-suite audiences in global, matrixed organizations.

Additional Details

The base pay range for this position is expected in the range below:

C$129,200 - C$172,500

Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including RRSP eligibility, various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.
