About the Role

As a Director of Technical Program Management (TPM), you will lead an established team of TPMs to drive execution across multi-year technology roadmaps, large-scale integration strategies, and complex application convergence efforts.

This is an executive technical leadership role for an operator who excels at navigating complex enterprise matrixes, influencing engineering and business leaders, and relentlessly getting stuff done. You will simplify intricate architectural trade-offs, align cross-functional partners across Product, Engineering, Design, and Data Science, and elevate the performance of an existing TPM practice to accelerate delivery for Capital One customers.

Your Responsibilities:

1. Drive Execution on Complex Technical Initiatives ("Get Stuff Done")
  • Execute High-Stakes Programs: Take ownership of complex, multi-workstream technical initiatives-including legacy application convergence, AWS cloud architecture updates, and enterprise data migration efforts.

  • Unblock Delivery Teams: Roll up your sleeves to diagnose delivery bottlenecks, resolve architectural dependencies, and keep engineering teams moving at high velocity.

  • Relentless Accountability: Establish clear execution baselines, enforce rigorous follow-through across multi-team releases, and deliver high-impact results in a fast-paced environment.

2. Navigate Matrixed Organizations & Influence Stakeholders
  • Cross-Functional Alignment: Navigate complex enterprise structures across US and Canadian leadership, building trusted partnerships across Product, Engineering, Data Science, Design, and Risk teams.

  • Influence Without Direct Authority: Align competing organizational priorities, negotiate technical trade-offs with senior engineering leaders, and secure commitments across functional and reporting boundaries.

  • Simplify Technical Complexity: Translate intricate technical constraints, API contracts, and distributed cloud risks into crisp, executive-ready choices for leadership.

3. Lead & Elevate an Established TPM Practice
  • People Leadership & Mentorship: Lead, coach, and grow an established team of TPMs, fostering a culture of high engineering standards, continuous learning, and strong delivery ownership.

  • Operationalize Delivery Excellence: Define and enforce rigorous standards for project intake and delivery estimate accuracy; implement rapid escalation paths for product or business-related roadblocks; and ensure company-wide visibility into an up-to-date, stack-ranked priority list of projects.

  • Strategy & Engineering Alignment: Build and justify engineering-driven strategy by framing technical initiatives in clear business terms, advocating for initiatives that drive long-term value, and ensuring technical roadmaps align with the enterprise architecture vision.

  • Standardize Governance & Metrics: Continuously improve team practices by embedding quantitative delivery health frameworks (e.g., DORA metrics), robust CI/CD release controls, and modern Agile/SAFe operating rhythms.

Basic Qualifications:

  • At least 7 years of experience in Technical Program Management leading complex software, cloud, or platform engineering programs.

  • Proven experience managing and developing direct reports within a Technical Program Management or Engineering organization.

  • Bachelor's Degree in Computer Science, Software Engineering, or a related technical field (or equivalent practical experience).

Preferred Qualifications:

  • 7+ years of experience designing, building, or managing data-intensive solutions utilizing distributed computing architectures.

  • 3+ years of experience delivering distributed systems and highly available services using cloud computing architecture (AWS preferred).

  • 3+ years of experience delivering customer-facing, highly scalable mobile applications and RESTful microservices.

  • Proven track record leading complex technical integration, application convergence, or enterprise data migration initiatives.

  • Deep experience navigating matrixed enterprise structures and influencing VP and C-suite technology stakeholders.

  • Experience operating within a highly regulated environment (Financial Services, Banking, Fintech).

  • Master's Degree or MBA in Computer Science, Software Engineering, or a related technical discipline.
