Job description

OCI (Oracle Cloud Infrastructure) Region Build Organization is currently in need of a Technical Program Manager (TPM) to join our fast-growing team. Technical Program Managers (TPM) rely on their mastery of data and business to understand and anticipate business requirements, initiate programs, track progress, and manage any issues that arise during and after the program completion. As an ideal candidate you possess sufficient technical expertise to communicate business requirements in technical vernacular to engineers and help resolve business blockers. 

Additionally, TPMs track technical issues, effectively communicate project status, recommend changes, decide tradeoffs for competing priorities, demonstrate 'deliver now and iterate' and deep understanding on the Cloud physical infrastructure (including Datacenter, networking and circuits). They define strategies, regularly participate in executive meetings to present their progress, and share project information with stakeholders. A successful candidate will be well versed in what it takes to drive business growth through data for a cloud organization.

US: Hiring Range in USD from: $116,600 to $264,100 per annum. May be eligible for bonus, equity, and compensation deferral.

Lead Principal Technical Program Manager

Lead complex, cross-functional technical programs across OCI and Oracle, driving business-critical features from planning through delivery.

Key Responsibilities

  • Define program scope, milestones, dependencies, risks, timelines, budgets, and resource needs.
  • Partner with customers to gather, prioritize, and translate product requirements into clear specifications.
  • Work with engineering teams to assess feasibility, guide technical design, and manage delivery plans.
  • Ensure products and services meet security, compliance, accessibility, scalability, quality, and reliability standards.
  • Lead incident and security-escalation responses; assess risk, coordinate mitigation, and communicate with senior leadership.
  • Drive change management, process optimization, operational resilience, and continuous improvement across the organization.
  • Establish KPIs, dashboards, SLAs, forecasts, and reporting to measure program health and business performance.
  • Remove blockers, manage cross-functional dependencies, and make strategic trade-offs across business and technical priorities.
  • Lead stakeholder communications, status meetings, and executive updates.
  • Provide technical leadership and mentorship to cross-functional teams without direct people management.
  • Review and test deliverables to confirm they meet requirements and perform as expected.

Basic Qualifications

  • 10+ years of experience leading complex technical or engineering programs.
  • 10+ years of program and project management experience.
  • 3+ years of experience supporting cloud infrastructure buildouts.
  • Proven ability to communicate clearly and effectively-both verbally and in writing-with stakeholders at all organizational levels.
  • Bachelor's degree in Computer Science, Information Technology, or a related field; equivalent practical experience will be considered.
  • Demonstrated ownership of cross-functional, cross-organization programs, serving as a subject-matter expert from strategy through execution.

  • Experience with cloud services and infrastructure.
  • Self-directed problem solver with strong ownership and sound judgment.
  • Comfortable succeeding in fast-paced, ambiguous, and customer-focused environments.
