How do Technical Program Managers in Cybersecurity typically coordinate cross-functional teams to drive security initiatives?

Technical Program Managers in Cybersecurity frequently act as the bridge between engineering, security operations, compliance, and executive leadership teams. They facilitate clear communication of project goals, timelines, and security requirements, often leading regular meetings and status updates. TPMs also ensure alignment across departments by translating technical security needs into actionable tasks for diverse stakeholders, managing dependencies, and proactively addressing roadblocks. This collaborative approach helps drive the successful implementation of cybersecurity programs and fosters a culture of shared responsibility for security.

What is the difference between Technical Program Manager Cybersecurity vs Security Analyst?

To thrive as a Technical Program Manager in Cybersecurity, you need a strong background in cybersecurity principles, program management, and risk assessment, often supported by a bachelor’s degree in a related field and certifications like PMP or CISSP. Familiarity with security frameworks, project management tools (e.g., Jira, MS Project), and incident response systems is typically expected. Exceptional communication, leadership, and problem-solving skills help drive cross-functional teams and manage complex security initiatives. These skills are crucial for effectively leading cybersecurity programs that protect organizations from evolving threats and ensure compliance.

Job description

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Manager - Technical Program Management based in Netherlands.

This is a high-impact leadership role at the heart of a fast-growing, globally distributed engineering organization. You will be responsible for defining and scaling the Technical Program Management function from the ground up, shaping how complex, cross-functional work is executed across Engineering, Product, and Design. Acting as a key operator and strategic partner, you will design the systems, standards, and operating model that enable teams to deliver reliably at scale. You will also build and lead a small but high-performing TPM team, setting the bar for execution excellence. This role requires strong technical fluency, sharp organizational judgment, and the ability to thrive in ambiguity while bringing structure to complexity. It is ideal for a seasoned leader who has built TPM functions before and wants to define how a modern, distributed software company runs its most critical programs.

Accountabilities:
  • Build and scale the Technical Program Management function, defining its operating model, standards, engagement patterns, and long-term structure across the organization.
  • Manage and mentor a growing team of senior TPMs, setting expectations, maintaining quality, and preventing drift into administrative or status-collection work.
  • Design and own the cross-functional execution framework between Engineering, Product, Design, Customer Success, Support, GTM, and PMM, ensuring clear ownership, dependencies, and escalation paths.
  • Define and implement the company-wide standard for project execution and management within tools such as Linear, including structure, tagging, milestone conventions, and program visibility.
  • Lead the dependency mapping and launch readiness for large-scale, multi-team initiatives spanning multiple engineering groups and downstream business functions.
  • Establish program-level visibility systems that enable leadership to understand execution health without adding unnecessary operational overhead to teams.
  • Partner closely with Engineering Managers and functional leaders to reinforce accountability and ensure TPMs act as enablers of delivery systems, not substitutes for team ownership.
Requirements:
  • 10+ years of experience in Technical Program Management or equivalent delivery leadership roles within high-growth, distributed software organizations.
  • Proven experience building, scaling, or transforming a TPM function, including managing senior-level TPMs and setting organizational standards.
  • Strong technical fluency, with the ability to understand architecture, evaluate engineering trade-offs, and engage credibly with senior engineering stakeholders.
  • Demonstrated success designing and operating cross-functional execution systems between engineering and go-to-market or customer-facing teams.
  • Deep experience with project management systems such as Linear or Jira, including defining or enforcing standards across multiple teams.
  • Strong point of view on TPM vs PMO boundaries and the ability to avoid administrative or "hygiene-only" operating models.
  • Exceptional written and verbal communication skills, particularly in asynchronous, globally distributed environments.
  • High judgment, autonomy, and ability to influence without formal authority across senior stakeholders.
Benefits:
  • Fully remote-first work model with flexibility to work from anywhere in the world.
  • Co-working support or WeWork membership to enable productive remote collaboration.
  • Equity participation (ESOP), allowing you to share in the long-term success of the company.
  • Comprehensive health coverage, including full employee coverage and partial dependent coverage.
  • Annual company off-sites in international locations for in-person collaboration and connection.
  • Flexible working culture built around asynchronous communication and outcome ownership.
  • Annual learning and development budget for courses, conferences, books, and professional growth.
  • Technology allowance to equip your ideal work setup.
