We're looking for a Program Manager, Compliance & Infrastructure professional to fill this role, which is based in either Fairbanks, AK or Denali National Park, AK. You'll be responsible for overseeing permitting related to water, wastewater and other critical areas of compliance at our lodges and employee housing facilities. This role involves managing and auditing processes and policies through the assistance of outside contractors, consultants and compliance specialists. The Program Manager, Compliance & Infrastructure will work closely with operations, safety/compliance and other team members to ensure business needs and regulatory compliance are considered and met. This position will also manage a portfolio of construction projects that involve highly regulated systems such as fire sprinkler systems, water and wastewater treatment plant renovations, and kitchen hoods.

Responsibilities
  • Coordinate and communicate with team members, operations site management, engineers, consultants, contractors and regulatory agencies to ensure compliance.
  • Submit data, Monitor, review, and obtain permits and licenses necessary to maintain regulatory compliance and support project execution.
  • Develop project scope documents, soliciting necessary engineering and design, reviewing design and engineering, writing and submitting RFP's, soliciting and reviewing bids.
  • Review on-site project status and scope/quality confirmation, reviewing and approving change orders, reviewing and approving field changes, coordinating and leading punch walks.
  • Review project bids and cost estimates, identifying value engineering opportunities, reviewing invoices, estimating future capital project costs, budgeting permits and fees.
  • Performs other duties as assigned.

Requirements
  • 5 years' experience managing or supervising construction projects involving multiple trades in Alaska. Experience reading and understanding engineering reports, design documents, construction drawings, state and federal rules, codes and regulations.
  • Proficient in use of Microsoft computer business applications. CAD experience preferred.
  • Understanding of current UBC/IBC, OSHA and state of Alaska fire marshal requirements and regulations.
  • Qualified to drive company light-duty vehicles.
  • Technical grasp of public civil and utility systems.
  • Must be legally authorized to work in the United States. Holland America Line/Princess is unable to sponsor or take over sponsorship of employment visas at this time (e.g., H-1B status).

Knowledge, Skills, and Abilities:
  • Scope: Lodges, employee housing, commercial kitchens and restaurants, Site civil, communications, water and wastewater, and electrical and other utility systems at Alaska and Yukon properties.
  • Involves complex analysis of data & information, research, and anticipation of challenges that may have an impact on the business and regulatory compliance.
  • This role will impact safety and compliance, guest service and employee satisfaction throughout Alaska and the Yukon.
  • Requires high level of skill to collaborate between divisions, lodges and departments to arrive at facility and equipment projects and solutions that are compliant, beneficial to safety, guest service and operations. Requires leading diverse project teams that include team members, outside contractors, vendors and consultants.
