Job description

TechFlow is seeking an experienced Program Manager to lead a mission-critical DOD software development and modernization program. Serving as the primary point of contact for the Government, the Program Manager will provide overall leadership, strategic direction, and execution oversight for a multidisciplinary Agile software development team.

This program provides software development (modernization) and technical support services for a critical DOD system. The Program Manager will ensure the successful delivery of all contract requirements while leading efforts to sustain, enhance, optimize, and continuously improve the system through secure, scalable, and maintainable software solutions. The Program Manager will oversee a high-performing technical team. The successful candidate will foster collaboration across all functional areas while ensuring software solutions are delivered using Agile methodologies, DevSecOps best practices, and the DoD Software Acquisition Pathway in support of customer modernization objectives.

Key Responsibilities:

  • Serve as the primary interface between TechFlow and Government leadership, including the Contracting Officer's Representative (COR) and other customer stakeholders.
  • Provide overall leadership and direction for all contract personnel.
  • Manage program execution to ensure technical, cost, schedule, quality, and performance objectives are achieved.
  • Lead planning, execution, resource management, risk mitigation, and performance monitoring across multiple software development workstreams.
  • Oversee the delivery of secure, scalable, maintainable software solutions utilizing Agile methodologies and modern DevSecOps practices.
  • Guide execution within the DoD Software Acquisition Pathway (SWP), ensuring alignment with customer objectives and acquisition strategy.
  • Foster collaboration across software engineering, cloud infrastructure, database administration, testing, technical documentation, and Agile project management functions.
  • Monitor program performance metrics, identify risks, implement corrective actions, and ensure continuous process improvement.
  • Ensure compliance with contract requirements, cybersecurity standards, software quality expectations, and applicable DoD policies.
  • Prepare executive-level briefings, program status reports, and customer communications.
  • Support contract performance assessments and maintain a strong record of successful execution within the CPARS performance reporting environment.
  • Build and maintain strong customer relationships while promoting a culture of collaboration, innovation, accountability, and operational excellence.

Requirements

  • Bachelor's degree (or equivalent experience) in Computer Science, Information Technology, Engineering, Business or a related field.
  • Minimum of 5 years of experience managing Department of Defense software development programs.
  • Project Management Professional (PMP) certification or equivalent program management certification.
  • Demonstrated experience leading Agile software development programs.
  • Working knowledge of the DoD Software Acquisition Pathway (SWP).
  • Experience supporting Agile software delivery methodologies and software development lifecycle (SDLC) processes.
  • Experience working within the Contractor Performance Assessment Reporting System (CPARS) environment.
  • Strong understanding of secure software development, DevSecOps principles, cloud-based architectures, and modern software engineering practices.
  • Excellent communication, leadership, organizational, and customer relationship management skills.
  • Active Secret Security Clearance

Preferred Qualifications

  • Experience supporting U.S. Air Force software modernization efforts.
  • Experience managing cloud-based environments, particularly AWS.
  • Familiarity with Oracle database administration.
  • Experience overseeing DevSecOps pipelines and CI/CD implementations.
  • Knowledge of Zero Trust architecture, RMF, and DoD cybersecurity requirements.
  • Agile certifications such as Certified ScrumMaster (CSM), PMI-ACP, or SAFe.
  • Experience with Jira, Confluence, GitLab, Azure DevOps, or similar collaboration and development platforms.
