ICMS is looking for a Project Engineer (Facilities) to support the ARS NBAF Engineering Project Management Team (EPMG) and meet the Facilityโ€™s Service Contract, Construction Contract, and Operations Project Management goals for FY2024 as well as assist in the technical management support of several ongoing prior year awarded projects.


The technical engineering support will provide full on-site project management support assistance for a variety of projects from initial concept planning, site walks, evaluations, assessments and inspections, development of full biddable engineering design and construction packages, operation & maintenance service/repair packages, ready for contract procurement and aid in technical administrative support of the projects through completion and closeout. In addition to the technical engineering support, the Project Engineer will assist with project management of internal service requests and work order tasks. Periodic travel may be required.


General Responsibilities:


The Project Engineer is responsible for providing on-site services to assist with technical administration regarding Development of Engineering Scope Packages; in-person/web meetings; Design and Construction Phases & O&M Services/Operations; Professional Engineering Site Assessments.

  • Assist with providing the engineering, operations & maintenance, and work order scope packages in accordance with NBAFโ€™s project package work instruction (WI), no later than (NLT) USDAโ€™s Procurement Administrative Lead Time cut-off dates
  • Aid with technical administrative support during either the design or construction phase for assigned projects
  • Assist with professional engineering assessments on the NBAF campus for any additional facilities repairs and/or replacements scope development
  • Manage and develop facilities/site designs (electrical, mechanical, civil, and structural/architectural) for new construction and/or renovation projects or operations & maintenance projects to existing facilities/structures
  • Perform technical site assessments and providing engineering recommendations for design/construction solutions
  • Develop biddable Statements of Work (SOWs)
  • Develop Independent Government Estimates (IGE)
  • Provide technical support to contracting during the Bid phase; review project submittals to meet applicable requirements, specifications, technical criteria/codes.
Requirements:
  • A degree from an ABET accredited engineering college
  • A minimum of seven (7) years professional engineering project management experience working on design, construction, and operations & maintenance projects, related to Mechanical, Electrical, Plumbing, HVAC, Civil, Structural and Architectural disciplines.
  • Possess experience providing the appropriate level of technical background to perform a variety of engineering functions for repair and maintenance projects
  • Technical experience independently or assisting with tasks listed under General Responsibilities of this position description
  • Ability to communicate effectively and work independently
  • Highly desired engineering experience that includes work performed on agricultural research facilities and laboratories, such as BSL-4 experience
  • A Motor Vehicle or Commercial Driverโ€™s License is required
  • This is a Public Trust Position
  • Ability to pass a government background check prior to starting work.
