DESCRIPTION

Under the direction of the Supervisor, Temporary Services, the Human Resources Technical Assistant supports all aspects of recruiting, hiring, onboarding, and employment administration for temporary, substitute, and seasonal staff.

MINIMUM QUALIFICATIONS

A combination of education and experience may be considered.

Education:

  • High School diploma or GED equivalent.

Experience:

  • Fiveyears of administrative support/clerical experience to includeexperiencewith data tracking,andutilizingspreadsheets to organize, manipulate, and analyze data.

Experience requirements may be met by substituting education (up to aBachelor'sdegree) for experience on a year-for-year basis.

ESSENTIAL POSITION RESPONSIBILITIES

  • Coordinates staffing and hiring support for summer school, special programs, curriculum workshops, and other temporary employment initiatives.

  • Reviews andscreensapplications for temporary employment to ensure minimum qualifications are met.

  • Conducts and tracks pre-employment reviews, including employment verifications, reference checks, background investigations, andrequiredemployment documentation.

  • Records, tracks, andmanagesemployment documentation and confidential personnel information using Human Capital Management system(s).

  • Serves as a primary resource and subject matter expert for customer service, technical support, and temporary staffing operations,assistingadministrators, employees, applicants, and other stakeholders with employment-related systems, employee selection, assignment, and hiring processes, while interpreting and applying employment policies and procedures.

  • Assistsas a liaison with technology staffregardingthe maintenance, enhancement, and support of employment-related systems.

  • Provides support, training, and troubleshootingassistancefor employee AbsenceManagement System.

  • Utilizes Human Capital Management and payroll systems to generate reports,monitoremployee records, process pay adjustments, and support payroll administration.

  • Assistswith the preparation of statistical reports, workforce dataanalyses, annual reports, and state, federal, and Board reporting requirements.

  • Facilitates onboarding and orientation programs for temporary and substitute employees.

  • Receivesand resolves employee and administrator inquiries related to staffing systems, onboarding, assignment management, and employment processes.

EMPLOYMENT INFORMATION

Compensation

This is a12-month per year position in the Howard County Education Association, Educational Support Professionals (HCEA-ESP) employee unit. Thecurrent salary rangefor this position is Grade 22on the Technical Central Office and School Based salary scale, $55,164- $105,691. Step placement will bein accordance withthe salary procedures of the Howard County Public School System and the HCEA-ESP Master Agreement which considers relevant prior experience. Under the Fair Labor Standards Act, this position is exempt from overtime.

Retirement

Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employeeelectmembership.The annualcontribution to the pension plan will be 7% of an employee's annual salary.
