Job description

Hunt, Guillot & Associates (HGA) is seeking an experienced Proposal Manager to join our Business Development team in Baton Rouge, Louisiana. In this hybrid/on-site role, you will lead the full lifecycle of competitive proposal development - from opportunity qualification through final submission - for federal, state, and local government clients across our core practice areas of grant management, environmental services, and disaster recovery consulting. The ideal candidate brings a disciplined approach to proposal production, thrives in a deadline-driven environment, and possesses the interpersonal skills needed to coordinate cross-functional contributors toward a unified, compelling response.
Key Responsibilities
Proposal Development & Writing
  • Lead the end-to-end development of proposals issued by federal, state, and local government agencies.
  • Draft, edit, and refine executive summaries, technical narratives, management approaches, staffing plans, and past performance sections.
  • Translate complex technical content from subject matter experts into clear, persuasive, evaluator-focused proposal language.
  • Ensure all proposal content fully addresses solicitation requirements and evaluation criteria.
  • Produce submission-ready deliverables that are well-organized, visually consistent, and error-free.

Proposal Schedule & Process Management
  • Develop and manage detailed proposal schedules from kickoff through final delivery, establishing clear milestones, review checkpoints, and content deadlines.
  • Track and maintain compliance matrices to ensure all solicitation requirements are addressed across the proposal package.
  • Coordinate color reviews (Pink Team, Red Team) and manage the integration of review feedback into final drafts.
  • Maintain organized proposal files, version control, and archival documentation in SharePoint and other document management platforms.
  • Manage concurrent pursuits simultaneously, effectively prioritizing workload and flagging resource constraints to leadership.

Stakeholder Communication & Coordination
  • Serve as the primary point of contact and coordinator for each proposal effort, facilitating communication between technical leads, subject matter experts, senior leadership, and external partners.
  • Conduct proposal kickoff meetings, communicate deadlines, and follow up to ensure on-time delivery of all inputs.
  • Coordinate with project managers to source and tailor relevant past performance references, staff resumes, and project narratives.
  • Communicate proposal status, issues, and risks proactively to relevant stakeholders.

Content Management & Formatting
  • Maintain and continuously improve a library of reusable proposal content including boilerplate sections, staff resumes, project descriptions, and graphics.
  • Apply professional document formatting standards using Microsoft Word, Excel, and PowerPoint to produce polished, brand-consistent deliverables.
  • Leverage additional tools (e.g., Adobe Acrobat, SharePoint, procurement portals) to assemble and submit compliant proposal packages.
  • Support BD research activities including opportunity tracking, procurement surveillance, and competitive intelligence as needed.
Required Qualifications
  • Minimum 2 years of proposal management experience, preferably in a government contracting, consulting, or professional services environment.
  • Demonstrated experience developing proposals for federal, state, or local government solicitations.
  • Strong command of Microsoft Office Suite - particularly Word (styles, formatting, templates), Excel (trackers, matrices), and PowerPoint (presentations, graphics).
  • Proficiency with additional formatting and document production tools, including Adobe Acrobat Pro.
  • Excellent written and verbal communication skills with the ability to write clearly and persuasively under deadline pressure.
  • Demonstrated ability to manage multiple concurrent deadlines with attention to detail and strong organizational skills.
  • Bachelor's degree.
Preferred Qualifications
  • APMP Foundation certification or active pursuit of proposal management credentials.
  • Experience supporting disaster recovery, environmental services, infrastructure, or grant management pursuits.
  • Familiarity with procurement portals such as SAM.gov, DemandStar, or state-specific procurement systems.
Work Environment & Schedule
This position is classified as hybrid/on-site, based at HGA's Baton Rouge, Louisiana office. Candidates must be able to report on-site regularly and be available for in-person collaboration during key proposal milestones. Some after-hours availability may be required during peak proposal periods.
