The State of New Hampshire, Department of Information Technology, Business Relationship Management Division has a full-time vacancy for an Agency IT Leader for the Department of Safety.
Summary:
Determines and directs the preplanning, planning, development, and implementation phases of the current and long-term Information Technology projects including software and hardware needs. To manage information technology programs, supervise assigned professional staff, and to manage daily operations, including coordination of related technical resources. Oversee the development and refinement of information systems policies to increase the efficiency of agency operations.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education/Experience:
Bachelor's degree and 9 years of experience OR equivalent combination of 13 years of education and experience after completion of high school. Education and experience must be in information technology or data management, with at least 5 years in a supervisory or management level position.

Responsibilities:
Acts as the IT liaison between all agency business managers and the Department of Information Technology, particularly DoIT Agency Software Division staff and interfaces with all levels of management to ensure proper application of information technology activities.
Facilitates intra-department information exchange and sharing to maintain continuity of information systems.
Assigns work or projects to software development staff based on priority, staff skills, and availability.
Analyzes, identifies, and recommends training needs and/or tools for improved productivity of development staff.
Directs multi-project information technology activities.
Sets work schedules and project timelines through formal project planning on written project plans.
Analyzes existing business processes and workflows as they relate to information processing systems and procedures. Designs improved approaches and coordinates overall implementation within the Information Technology Plan according to DoIT standards.
Writes and implements the Systems Development portion of an Information Technology Plan.
Creates and manages IT budget for customer agency and purchase requests relating to application software products, COTS, software tools, and utilities on all department platforms.
Writes, reviews, and edits RFP's and RFI's. Writes, negotiates, and processes IT contracts.
