About the role Concept Plus is seeking a Tech Debt / Refresh Engineer to support client IT systems development and operations. This role requires knowledge and understanding of client IT processes and technology stack, including DevSecOps CI/CD pipelines, Cloud One environments, Oracle-based systems, and Java application stacks. Client systems are deployed in both classified and unclassified DISA and cloud environments, requiring strong awareness of client security, configuration, and delivery standards.

The Tech Debt / Refresh Engineer provides critical technical remediation and modernization support to enhance client systems by addressing technical debt, performing system upgrades, and improving overall system health, performance, and maintainability. This role serves as a key interface with the customer and the Program Management Office (PMO), ensuring that refresh activities, remediation efforts, and system improvements align with program priorities, security requirements, and mission needs. The Tech Debt / Refresh Engineer works across capability delivery teams-including development Scrums, Cloud Engineering, and DevSecOps platform resources-to stabilize legacy systems, modernize components, and optimize CI/CD pipelines for efficiency, security, and scalability.

The role supports the identification and prioritization of technical debt backlog items, executes refactoring and upgrade efforts, and ensures continuous improvement of system reliability and delivery performance while maintaining alignment with client operational environments. What you'll do * Identify, assess, and prioritize technical debt across applications, infrastructure, and DevSecOps pipelines * Identify and refactor legacy applications, including containerizing applications and migrating to Kubernetes-based environments. * Develop and execute technology refresh strategies, including upgrades, patching, refactoring, and platform modernization * Support CI/CD pipeline optimization, ensuring legacy components are modernized and integrated into automated delivery workflows * Refactor and improve legacy codebases (e.g., Java applications) to enhance maintainability, performance, and security * Upgrade and maintain cloud and hybrid infrastructure, including Cloud One and DISA-hosted environments * Implement and maintain infrastructure as code (IaC) to standardize and modernize system deployments * Address security vulnerabilities and compliance gaps, including STIG updates, patching, and remediation of scan findings * Collaborate with development, DevSecOps, cybersecurity, and cloud engineering teams to ensure debt remediation aligns with delivery priorities * Integrate technical debt items into Agile backlogs, ensuring visibility, prioritization, and execution alongside new capability development * Support performance tuning, system reliability improvements, and scalability enhancements * Maintain documentation for system changes, upgrades, and modernization efforts Qualifications * Secret - Fully Cleared Only, must confirm clearance is active * DoD 8140 intermediate certification or DoD 8570 IAM Level II certifications or higher * US Citizens Only * 5-7 years of years of experience in software engineering, DevOps, or system modernization roles.

* Bachelor's degree in IT, Engineering, Computer Science, or a related field; master's degree preferred. * Familiarity with DoD/Air Force cybersecurity mandates (RMF, STIGs). * Experience working in DevSecOps / CI/CD environments (Jenkins, GitLab CI/CD, Azure DevOps, etc.) * Strong experience with Java-based systems and legacy modernization * Experience supporting cloud environments (AWS, Azure Government, or Cloud One) * Familiarity with containerization technologies (Docker, Kubernetes) * Experience with infrastructure as code (IaC) (Terraform, Ansible, CloudFormation) * Knowledge of DoD cybersecurity standards (RMF, STIGs, vulnerability management Preferred * Experience working with Agile development teams of 20+ FTEs and be familiar with Agile methodologies.
