Location: Des Moines, IA
Engagement Type: Contract

Role Overview:
Seeking an experienced IT Contracting Officer to manage IT procurements, contract negotiations, vendor performance monitoring, and compliance with state procurement statutes and IT standards.

Key Responsibilities:

  • Lead and manage end-to-end IT procurement processes, including RFPs, RFIs, RFQs, and sole source justifications.

  • Draft, review, and negotiate IT contracts, including software licensing, SaaS, cloud services, hardware, and professional services.

  • Collaborate with legal, cybersecurity, enterprise architecture, and business stakeholders to ensure contract terms meet technical, legal, and operational requirements.

  • Maintain procurement documentation and contract records in procurement systems and monitor vendor performance.

Required Skills & Experience:

  • Bachelorโ€™s degree in Business Administration, Public Administration, Information Technology, or related field.

  • Minimum 5 yearsโ€™ experience in IT procurement, contract negotiation, or public sector contracting.

  • Strong knowledge of IT contract types (SaaS, IaaS, perpetual licenses, maintenance/support agreements).

  • Familiarity with state or federal procurement regulations and processes.

  • Strong written and verbal communication, analytical, negotiation, and project management skills.

Preferred Skills:

  • Experience with procurement systems such as Workday or I/3.

  • Professional procurement certifications (NIGP-CPP, CPPB, CPPO, NCMA CPCM).

  • Experience in a centralized procurement environment.

  • Knowledge of cybersecurity and data privacy considerations in IT contracts.

Additional Details:
Work hours: Straight Time. Candidate must be available to work onsite in the Des Moines area 2โ€“3 days per week as needed.
