Job description

Location:  Guam

ECC is seeking a Health and Safety Manager for construction projects on the project site(s) in Guam. Local candidates to Guam highly desired. This field Health and safety Manager position is primarily responsible for ensuring compliance with health and safety requirements on construction and environmental projects as defined by Company standards, governmental regulations, and contractual obligations. This position may oversee loss prevention in concurrent multiple or large projects encompassing a number of subcontractors. In this position you will:

  • Ensure the implementation of Accident Prevention Plans (APP)
  • Actively promote and support the health and safety programs at project sites
  • Oversee the completion of Activity Hazard Analysis (AHA) preparation and acceptance
  • Facilitate health and safety training for Company staff, subcontractors, and any parties required to participate to ensure achievement of exceptional health & safety performance including developing training content and delivering course information
  • Author health and safety related documentation (reports, logs, records, and site specific risk mitigation plans), completing required information for daily reports and client communications in a timely and accurate manner
  • Ensure that all documentation is organized and uploaded to the project portal
  • Provide oversight to subcontractors, clients, and project team members to ensure that project activities are completed according to applicable APP(s)
  • Conduct regular inspections to assess health and safety plan adherence as well as identify potential loss and risk
  • Take appropriate actions to prevent loss and mitigate risk in accordance to Company standards and practices
  • Collaborate with Project Managers to ensure that health and safety activities are incorporated effectively into project plans
  • Provide mentoring, direction, and subject matter expertise to Health & Safety Supervisors and/or junior level staff
  • As requested, participate in employment interviews and make hiring recommendations. As needed, provide performance feedback regarding junior level staff
  • Interface effectively with senior management, escalating issues appropriately and making recommendations regarding policy & procedure
  • Review of qualifications of subcontractors
  • Direct responsibility for contract compliance in government construction or environmental projects (NAVFAC, USACE, AFCEE as well as federal regulations)
  • In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position

Requirements

  • The ability to communicate in written and oral formats with diplomacy and tact
  • An aptitude for exercising independent thinking and reasoning
  • Must have a current passport
  • Must be able to work at project sites
  • Demonstrated success in teaching others health and safety concepts and requirements
  • Skilled in leading others without formal reporting authority
  • Proven knowledge of US Army Corps of Engineers EM 385 1-1
  • Competent in using Microsoft Office products, email systems, and Windows
  • Eight years of progressive work experience in a position of responsibility for health and safety on large ($5 million or more) construction projects 
  • Education - A Bachelor’s degree in Engineering, Construction Management, Environmental Health & Safety or related field is required OR equivalent combination of education and experience may be substituted for this requirement.

Preferred Qualifications

  • Successful leadership of subcontractors and project teams in support of health & safety endeavors
  • Previous success in working effectively in a dotted line reporting structure
  • Hands-on experience in industrial hygiene monitoring and use of hazardous work permits.
  • Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) designation
  • HAZWOPER 40 Hour Certification and 8 Hour Refresher Certification
  • HAZWOPER Supervisor Certification
  • USACE Contractor Quality Management (CQM) Training
  • OSHA 30 Hour Construction Certification

ECC targeted salary range for US locations average is $90,000 to $125,000 annually. Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
