The Senior Compliance Business Oversight Manager - Consumer Banking will provide compliance oversight, effective challenge, and compliance management system guidance for the Marketing line of business.

This role will include compliance matters impacting Consumer Banking, verifying business practices and marketing collateral aligns with applicable federal and state regulatory requirements. The position requires strong regulatory knowledge, issue and change management expertise, and the ability to partner with Compliance partners and business leaders to coordinate and support coverage across distribution channels and impacted products and services to identify risks, remediate gaps, and strengthen compliance controls.

Key Responsibilities:

  • Serve as primary compliance support for the Marketing line of business, providing oversight and independent challenge on business activities and initiatives with regulatory impact.

  • Coordinate with first and second line partners to provide effective oversight.

  • Complete change risk assessments and related questionnaires for new business initiatives, performing review and challenge of inherent regulatory risks, mitigations and outlining conditions to launch; as well as presentation to executives for approval.

  • Serve as a compliance advisor to business partners through regular meetings and process reviews to support an effective compliance management system

  • Manage and track compliance-related issues, to support timely resolution and regulatory alignment.

  • Lead regulatory change management efforts from a second line perspective for new and updated state laws impacting Marketing to support effective business adoption and compliance.

  • Monitor regulatory complaints, business reports, and key risk indicators to identify trends, gaps, and potential compliance risks.

  • Review and validate first-line testing results and monitor any remediation activities for timely completion.

  • Support control mapping for effective design to support compliance with regulatory requirements are linked to effective business controls.

  • Collaborate with cross-functional teams to strengthen the compliance framework and reduce risk exposure.

Job Description Summary

The Senior Compliance Business Oversight Manager provides advice, support and objective guidance to assigned portfolio, business or function on development and maintenance of all aspects of Compliance/Center of Excellence programs in line with the Bank's risk philosophy and strategic direction.

Depth & Scope:

  • Recognized as top level expert within the company and requires significant in-depth and/or breadth of expertise in a complex field and knowledge of broader related areas

  • Senior specialist providing advisory services to executives, business segment leaders and governs the requirements for own work

  • Integrates knowledge of the enterprise function's or business segment's overarching strategy in leading program design, policy formulation or operating standards within one or more areas of expertise

  • Anticipates emerging business trends and regulatory/risk issues as a basis for recommending large-scale product, technical, functional or operations improvements

  • Serves as a source of expert advice to senior management in field of specialty

  • Advises on execution strategy and leads the development and deployment of functional programs or initiatives within their own field or across multiple specialties

  • Solves unique and ambiguous problems with broad impact; typically oversees standards, controls and operating methods that have significant financial and operational impact within the context of their own field

Education & Experience:

Desired Skills and Experience:

  • Strong subject matter expertise and knowledge of Consumer Banking regulations, specifically as they impact the Marketing of Consumer Banking products and services, including but not limited to Reg Z, Reg DD, Reg B, Reg V, UDAAP, FDIC 328, FHA, Reg P, CAN-SPAM, and applicable state consumer protection, privacy, and emerging AI requirements. Expertise specific to how legal and regulatory requirements that are written on a product basis affect distribution channels, such as Marketing.

  • Experience in targeted compliance monitoring.

  • Experience in control mapping and control design.

  • Hands-on experience in issue management and regulatory change management.

  • Strong written and verbal communication skills with the ability to consult, influence, and provide constructive challenge to the business lines.

  • Strong presentation skills and ability to present to executives.

  • Relationship-building skills with the ability to work across multiple business lines.

  • Proactive, results-oriented, and adaptable "go-getter" mindset.

  • CRCM preferred

  • It is a plus if the candidate has experience with Artificial Intelligence initiative implementations in a consumer banking setting (i.e., GenAI, Agentic AI) and providing review and challenge on the inherent regulatory risks (including AI state law), required mitigations, and conditions to launch.

Customer Accountabilities:

  • Proactively advises the business of new and changed Compliance regulatory and/or policy changes

  • Formulates relevant and meaningful data analysis, leveraging advanced modeling and analytics, and leads on the interpretation of complex business issues, generates multifaceted insights and identifies opportunities to address business regulatory requirements and issues

  • Contributes to the development and implementation of Compliance programs

  • Guides partner through the development, implementation, oversight and management of effective Compliance Programs

  • Prepares summaries, presentations, briefing notes, and any other required documentation to effectively report on the status of Compliance

  • Represents Compliance on internal or external committees relating to designated business activities as required

  • Delivers relevant subject matter expertise and Compliance advice to business management

  • Conducts meaningful analysis at the functional or enterprise level using results to draw conclusions, makes recommendations, assesses the effectiveness of programs/policies/practices

  • Maintains oversight (via review and approval) of all functions and accountabilities related to management reporting and analysis

  • Manages high risk initiatives and escalations; leads initiatives/guidance as appropriate
