About the Role

Matter and Energy is looking for an Apptio Delivery Specialist to lead client-facing implementation, configuration, and ongoing optimization of Technology Business Management (TBM) and cloud cost management platforms. This role sits at the intersection of finance, IT, and cloud operations — translating complex cost, usage, and business data into clear, actionable insight for the clients we serve.

You will own the end-to-end delivery lifecycle for Apptio (Cost Transparency, ApptioOne, TBM Unified Model) and Cloudability (multi-cloud cost visibility for AWS, Azure, and GCP), with the ability to extend that expertise into adjacent Strategic Portfolio Management (SPM) and Enterprise Business Management (EBM) platforms as engagements require. You'll partner closely with client Finance, IT, Cloud Engineering, and business unit leaders — across commercial and federal engagements — to drive cost optimization, showback/chargeback accuracy, portfolio visibility, and data-driven decision-making.


Key Responsibilities

Platform Implementation & Delivery

  • Lead configuration, deployment, and ongoing administration of Apptio modules (Cost Transparency, ApptioOne, TBM Unified Model, or related modules as applicable) and Cloudability.
  • Design and maintain data models, allocation rules, and taxonomies aligned to the TBM framework (IT Towers, Cost Pools, Business Capabilities).
  • Manage data ingestion pipelines from source systems (ERP/GL, HR, ITSM, CMDB, cloud billing exports, procurement) into Apptio and Cloudability.
  • Build and maintain cost allocation methodologies, ensuring accurate showback/chargeback reporting.

Cloud Cost Management (FinOps)

  • Configure and optimize Cloudability for multi-cloud (AWS, Azure, GCP) cost visibility, budgeting, anomaly detection, and rightsizing recommendations.
  • Partner with Cloud Engineering and FinOps stakeholders to identify cost-saving opportunities (reserved instances, savings plans, rightsizing, idle resource elimination).
  • Establish and maintain tagging governance and cost allocation standards across cloud environments.

Reporting & Stakeholder Enablement

  • Develop dashboards, reports, and executive-level views that communicate IT spend, unit costs, and business value in business-friendly terms.
  • Support monthly/quarterly business reviews with Finance and IT leadership, providing variance analysis and trend insights.
  • Train and enable business partners, Finance analysts, and IT leaders to self-serve insights from Apptio and Cloudability.

Data Quality & Governance

  • Own data quality, validation, and reconciliation processes to ensure accuracy and trust in reported figures.
  • Document data flows, allocation logic, and platform configurations for auditability and knowledge continuity.
  • Continuously evaluate platform updates, new features, and best practices to improve maturity of the TBM/FinOps program.

Cross-Functional & Client Collaboration

  • Serve as the primary delivery point of contact for Apptio/Cloudability-related workstreams within client engagements (Finance, Procurement, IT, and business units).
  • Work with vendor support teams (Apptio/IBM, Cloudability) to troubleshoot issues, plan upgrades, and evaluate roadmap features.
  • Support broader FinOps, ITFM, SPM, and EBM maturity initiatives for clients, including maturity assessments, proof-of-value pilots, and retained operations.
  • Travel to client sites as needed to support implementation, workshops, and stakeholder reviews.


Required Qualifications

  • 5+ years of hands-on experience configuring and deploying platforms across one or more of the following disciplines:
  • FinOps — Cloudability (or comparable cloud cost management tooling) for multi-cloud (AWS, Azure, GCP) visibility, budgeting, anomaly detection, and optimization.
  • ITFM (IT Financial Management) — Apptio Cost Transparency / ApptioOne / TBM Unified Model, including cost allocation, showback/chargeback, and IT Tower taxonomy.
  • SPM (Strategic Portfolio Management) — platform configuration for portfolio, program, and investment planning (e.g., Apptio Targetprocess or comparable SPM tooling).
  • EBM (Enterprise Business Management) — enterprise planning, budgeting, and forecasting platform delivery.
  • Demonstrated experience owning the full delivery lifecycle — requirements gathering, data model design, configuration, integration, testing, and go-live — for at least one of the above platform types, ideally more than one.
  • Solid understanding of the Technology Business Management (TBM) framework and taxonomy.
  • Strong data analysis skills; comfortable working with large, complex datasets from multiple source systems (ERP/GL, HR, ITSM/CMDB, cloud billing).
  • Experience building cost allocation models, showback/chargeback methodologies, and financial or portfolio reporting for IT.
  • Apptio certification(s) (e.g., Apptio Certified Technician/Consultant) and/or FinOps Certified Practitioner certification.
  • Excellent communication skills with the ability to translate technical/financial data for non-technical audiences.
  • Bachelor's degree in Finance, Information Systems, Computer Science, Business, or equivalent experience.

Preferred Qualifications

  • Experience with ERP/GL systems (e.g., SAP, Oracle, Workday), ITSM/CMDB tools (e.g., ServiceNow), and cloud billing/cost APIs.
  • SQL proficiency and experience with data transformation/ETL tools.
  • Prior experience in a shared services, consulting, or enterprise IT finance environment.
  • Familiarity with BI/visualization tools (Power BI, Tableau) as a complement to native Apptio/Cloudability reporting.
