POSITION SUMMARY The Jail Sergeant maintains order and directs daily operations of the County Jail by supervising, coordinating, and directing the work of jail staff in the custody, security, and transportation of inmates during assigned shift. This position provides supervision, trains in new methods and procedures, coaches and mentors, enforces policies, rules, and regulations, and evaluates work performance. QUALIFICATIONS Employs knowledge of personnel management to provide daily oversight and direction to jail staff; analyzes current staffing needs; reviews activity log and determines the status of activities; delegates tasks and assignments; prepares and monitors shift schedules and time off requests to maintain appropriate staffing levels; reviews and approves time sheets; analyzes and reports on staffing trends; identifies and analyzes staff problems and recommends or implements solutions; conducts inspections of staff, equipment, and documentation of activities.

Assists staff in performance of duties and performs duties of subordinate staff; provides consultation to staff on routine matters, such as interpretation of rules, and provides guidance in handling difficult and sensitive situations; provides supervisory officers with information required to evaluate operations and efficiency. Applies knowledge of jail standards, procedures, rules, and regulations to implement strategic training programs; evaluates employee skills and performance quality and identifies gaps that require improvement; monitors training progress of individuals, in person and through documentary review, to ensure execution of orders, adherence to work procedures, and compliance with legal requirements. Applies ability to observe and accurately interpret individuals' mental and physical conditions and behavior to supervise inmate population; verifies health and welfare of inmates, reviews inmate special needs and recommends appropriate referrals, housing, and precautions.

Adapts agile customer service skills to effectively communicate with inmates; answers and resolves inmates special requests and grievances. Exercises organizational and attention to detail skills to support a safe environment for inmates; reviews rosters, logs, behavior sheets and other paperwork related to documentation of inmate's time in jail; ensures prisoner rights; verifies inmate count, key count, and monetary fund balances; conducts on-site inspections of staff and inmates; ensures adherence to procedures and schedules for activities. Executes acute thinking to take control of emergency situations; coordinates and respond to alarms; reviews incident reports for follow-up and referral.

Provides effective and credible testimony in a court of law; thoroughly reviews case facts in preparation of testimony. Effectively communicates concerns, incidents, and other non-routine matters and receives orders with Lieutenant, Captain, and/or other supervisors. Utilizes personal computer operational skills to review records, prepare accurate and clear written reports and documentation, and other forms of activity documentation.

Provides effective and credible testimony in a court of law; thoroughly reviews case facts in preparation of testimony. Establishes and maintains effective working relationships with a wide variety of people; communicates with the general public on public safety related matters; serves as liaison between the Sheriff's Office and the community in public relations capacity; responds to questions and complaints from the public, assigned personnel, County departments, and other agencies; participates in meetings with departmental personnel, outside agencies, and other County departments. In the absence of the Lieutenant, exercises delegated authority and responsibilities of that position.

Maintains current knowledge of professionally related matters. Performs other related duties as required or assigned. TRAINING AND PROFESSIONAL EXPERIENCE QUALIFICATIONS High school diploma or equivalent and a minimum of 60 college credits in criminal justice, business or public administration, corrections, law enforcement, criminology, social/behavior sciences, or a related field.

Five (5) years of full-time experience as a certified law enforcement or corrections officer. Demonstrated ability to lead, manage, supervise, or coach in a professional environment. Wisconsin Basic Jail Officer training completion.

Citizen of the United States. Appointment will be conditional upon successful completion of a criminal background check resulting in no felony convictions in any jurisdiction unless the judgment or conviction has been reversed or a complete pardon has been granted. Fingerprinting will be kept on file for identification purposes.

DESIRED TRAINING AND PROFESSIONAL EXPERIENCE QUALIFICATIONS Associate degree in criminal justice, business or public administration, corrections, law enforcement, criminology, social/behavior sciences, or a related field. One (1) year of experience in leadership, employee development, supervision, management, or continued education in professional development. Ability to fluently speak Spanish, sign language, or other foreign language as a secondary language.

CPR/First Aid Certification. Paid or volunteer experience with a professional organization that provides training in a relevant service-related field.
